Islamic State negotiates with YPG in Ras al- Ayn, and the regime warplanes strike areas in al- Raqqa
Al- Hasaka Province: Reliable sources informed SOHR activists that Islamic State sent mediators to negotiate YPG in Ras al- Ayn in order to hand them over a body of a “local emir” who is a leading figure in Islamic State died in clashes with YPG in Ras al- Ayn.
