The joint government of al-Jazira District issue “amnesty for convicts”

The Legitimate Council in al-Jazira District issued “amnesty for convicts” and
signed by the joint government of al-Jazira District.
The amnesty stated that: “amnesty granted for the convicts of decisive
adjudication at the courts of the Democratic self-management courts in
al-Jazira District – Syria, as follows:

Article 1– This amnesty does not cover terrorism crimes.
Article 2– This law does not include prostitution crimes.
Article 3– To be exempted from the full punishment the verdicts in which their
                  imprisonment does not exceed one year.
Article 4– 30% of the entire sentence is subtracted from the following crimes:

                  A- Drugs.

                  B- Theft, smuggling and trade of antiquities

                  C- Forgery.

                  D- Smuggling.

                  E- Robbery with violence.

Article 5– Except for the crimes mentioned in the articles (1-2-3-4) 40% of the
                  entire sentence is subtracted.

Article 6–full amnesty is given to the convicts who have an incurable disease,
                 and a specialized committee from the Justice and Health body should
                  be formed to study the situations.

Article 7– To get the full amnesty the convict must pay all his personal rights and
                  must drop his personal right for the plaintiff.

Article 8– The amnesty does not include fines and the stuff confiscated that was
                  used in the crime.

Article 9– The persons lurking out of sight can takes advantage of this amnesty if
                  they surrender themselves to the competent authorities within one
                   month of its release.

Article 10– This Law shall be published in the Official newspaper after validating
                  by the joint government and shall be effective from the date of
                    publication.”
