“A travel authorization” kills a patient on IS border with Turkey, while citizens prevented to to travel to Aleppo without a permission of its wali

“Islamic State” is still trying to control its held areas inside Syria through resolutions, circulations and instructions that limit the citizens’ movement specially after losing the strategic area of Tal Abyad in the northern countryside of al- Raqqa, where this area was the closest link to its held areas on the Syrian – Turkish border which were seized by YPG, backed by rebel factions, months ago. Several families informed SOHR activists that IS prevented them from heading from the province of Deir Ezzor to IS-held areas in the province of Aleppo claiming that they do not have travel authorization stamped by the seal of wali Manbej (the governor of Manbej) in Aleppo”. These families confirmed that IS checkpoints prevented them from passing towards Aleppo although they have “travel authorization” from “the wali.”

Meanwhile, SOHR activists in al- Raqqa had been informed that IS prevented the people who wish to travel to Turkey from coming out of al- Raqqa if the traveler said that his destination is Turkey, but some citizens tricked IS militants in al- Raqqa by convincing them that they are travelling to “al- Bab and Manbej states” located in the northeast of Aleppo, where the citizens try to get clearance from these two states in order to travel to Turkey or to other areas out of IS control.

SOHR could document that a man from the city of Aleppo displaced from the city of Aleppo to the border town of al- Ra’I with Turkey. During the last week, he suffered from a heart attack, where his family tried to transport him to Turkey for treatment but the border post of IS asked them about “the travel authorization”, and when they were trying to get it from the city of al- Bab the official ordered them “bring the patient in order to be examined” by a doctor in IS. The official confirmed that they cannot bring him today and that they have to wait for tomorrow. In the next day, the official give them the permission to transport them to the Turkish territory by the man died on his way to the border to Turkey.
