Opening fire by Hayyaat Tahrir al-Sham on one of the workers of the Islamic Movement of Ahrar al-Sham ignites tension in a town in the southern countryside of Idlib near the Russian – Turkish demilitarized area

Idlib Province, the Syrian Observatory for Human Rights: the tension prevails Marrat-Hirme in the southern countryside of Idlib after a shooting incident by checkpoint of Hayyaat Tahrir al-Sham which is positioned south of Sheikh Mustafa town, where the checkpoint shot a person working in the electricity services of Ahrar al-Sham movement after the he refused to surrender himself to the checkpoint, which caused injured him and he was transferred to the hospital immediately, but no information yet about the reasons for this attempted arrest, and the Syrian Observatory published on Friday that after a night without a fight prevailed with caution, tension, and alert, the clashes returned on Friday, 21st of September 2018, to Hass town caused by renewed clashes between two families in retaliation to a previous killing of a young man from one of the families, where last night -despite the previous reconciliation- the second family attacked and killed one of the sons of the first family, which caused tension and clashes by light weapons, that pushed elders, mediators, and factions to participate in the process of resolving the clashes that took place in Hass town on Thursday night the 20th of September 2018, and the Syrian Observatory learned that the clashes on Friday morning caused the killing of a young man by gunshot during the clashes between both families, raising to at least 2 the number of those who died in the clashes since yesterday evening.

The Syrian Observatory published last night that the Syrian Observatory for Human Rights monitored ongoing state of tension in Hass area in the western countryside of Maarrat Al-Nu’man city in the southern sector of Idlib countryside, as a result of clashes took place between 2 families in the area which is controlled by rebel and Islamic factions operating within the National Liberation Front, as a result of family disagreements and previous vendettas, and local sources confirmed that a young man at least was killed during the gunfire which took place between the both families, and there is information about the death of another one, despite their earlier reconciliation, also a force of a faction operating in the area, intervened to break up the clashes between the both families, while calm returned to the area amid tension and fears of getting the dispute and tension between the two families aggravated, and this tension and fighting between the families are coincided with fears of the outbreak of fighting between the factions operating in Idlib province and its vicinity, where Deir Ballut area in the western countryside of Aleppo at the border with Iskenderun, witnessed a state of tension 3 days ago, between Hayyaat Tahrir al-Sham and members of al-Sham Corps, and in the details obtained by the Syrian Observatory: the tension came after al-Sham Corps stalled in handing over a military point to Hayyaat Tahrir al-Sham, where this point was previously deposited by Jabhat al-Nusra (organization al-Qaida in the Levant) earlier before it changed its name to Hayyaat Tahrir al-Sham to the corps that has been stalling for more than a month in delivering the point after the request of Hayyaat Tahrir al-Sham for it to be delivered, and the Syrian Observatory learned that efforts are underway between both parties through mediators to resolve the dispute, amid information about the ability of the mediators to force the Corps to deliver the point, and that those who prevented the handing over of the point will be held accountable.

The Syrian Observatory published last night that the Syrian Observatory for Human Rights obtained information about a state of alertness in the area between Dayr Ballut and Atma, between Al-Sham Corps and Hayyaat Tahrir Al-Sham, due to the disagreement which took place between the both parties, at one of the checkpoints, amid attempts to resolve the tension and prevent it from being developed to internal fight between the factions, the SOHR also monitored a state of tension after kidnapping a female administrator in Ansar al-Dien Front by members said that they are of Hayyaat Tahrir Al-Sham, while reliable sources confirmed to the Syrian Observatory that a commander in Suqour Al-Sham in Ariha city, stormed the city’s Local Council, and confiscated the official seal, after disagreements and accusations against the council of manipulating the names of citizens and registering the names of citizens adherent to them, and in the details monitored by the Syrian Observatory for Human Rights; a humanitarian organization asked the local council in Ariha to present the names of 350 persons in order to support each of them with 1000 dollars, to carry out a small project helps him and his family for living, where intersected sources accused the council of registering the names of 300 persons of the followers of Ahrar Al-Sham Movement, and the sources attributed the reasons of this action to the fact that the council itself is recommended by Ahrar Al-Sham Islamic movement, which caused tension with the commander of Suqour Al-Sham and pushed him to take this procedure.

And the Syrian Observatory published yesterday, Sunday, that tension prevails villages of Josef and Eblin in Jabal al-Zawiyah against the backdrop of verbal altercations and shootings followed by arrests between Hayyaat Tahrir al-Sham and the National Liberation Front, and according to the information the Syrian Observatory for Human Rights received: two families in the town of Joseph; one of whom is a supporter of Hayyaat Tahrir al-Sham and the other supports the National Liberation Front, where verbal altercations took place between them, against the backdrop of rising the flag of Hayyaat Tahrir al-Sham by the loyal family in a demonstration last Friday, the dispute evolved between both family to a shooting after that members of both parties (Hayyaat Tahrir al-Sham and the National Liberation Front) came and they started arresting each other, then the area of dispute widened and both factions reached Eblin village, and they also made similar arrests against each other.

The Syrian Observatory for Human Rights learned that a reconciliation committee was able to resolve the dispute between both parties after midnight of yesterday, and the Syrian Observatory for Human Rights obtained a copy of a statement of the reconciliation between Hayyaat Tahrir al-Sham and the National Liberation Front, it says:

“The brothers representatives of Hayyaat Tahrir al-Sham and representatives of the National Liberation Front have met, and it was agreed to solve the outstanding problems in Jabal al-Zawiyah (Eblin – Josef) in accordance to the following terms:

1- To release all detainees of both parties directly with their full belongings.

2- Forming a committee in constant and continuous contact between all partiers to solve any problem immediately.

3- Regarding the problem of Eblin; the work to activate the former committee to resolve the problem, and all parties commit to follow the solution.”, where the area has been witnessing a cautious calm since midnight of yesterday, along with alerts on checkpoints of both parties in the area.
