The regime forces carry out its second breach in the Russian – Turkish truce by targeting for the second time the disarmament areas in the first 24 hours of the end of the operation

The Syrian Observatory for Human Rights monitored the cautious calm continues within areas of the Russian – Turkish truce in Latakia, Aleppo, Hama, and Idlib, where the cautious calm continued since Tuesday evening until Wednesday morning, but the calm was interrupted by the fall of shells launched by the regime Forces after midnight of yesterday on places in al-Bana village in the northern countryside of Hama, which falls within the buffer area agreed between Turkey and Russia, while the Syrian Observatory published shortly after sundown of yesterday, Tuesday, that the Syrian Observatory for Human Rights monitored the return of exchange of violations to the Turkish – Russian truce, between the regime and one of the factions operating in the area, despite the process of heavy weapons disbarment and hiding them in the buffer zone has completed within the area which was agreed upon in accordance with Turkish – Russian agreement after a meeting between Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan, in the middle of September 2018, where the Syrian Observatory monitored the first violation by the regime forces after the process of heavy weapons disbarment has completed, where the regime forces targeted areas near the Turkish observation post in Murak area and places in the outskirts of Murak town, as well as other areas in the vicinity of Tal Bzam and Ma’an, which caused material damage, without information about casualties, along with targeting by fighters believed to be of Hayyaat Tahrir Al-Sham to 2 members of the regime forces in the front of Ma’an area in the north-eastern countryside of Hama, without information about whether the 2 members were killed or they were injured with varying severity.

The Syrian Observatory for Human Rights published hours ago, that it learned that the buffer area which extends from the northern Latakia mountains passing through the countryside of Hama and Idlib to the northwestern countryside of Aleppo, which was agreed upon on the 17th of September 2018 after a meeting between Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan, where the area is completely free of all the “manifestations of heavy weapons there”, as it is not known if all the factions –without exception– have withdrawn the entire heavy weapons outside the buffer area, or if a section of it remained hidden within the buffer area, after the Syrian Observatory had published Tuesday morning that Syrian Observatory for Human Rights continues the process of monitoring the buffer area, which was established in accordance with the Russian – Turkish agreement, where the Syrian Observatory monitored that the majority of the buffer area (agreed between Putin and Erdogan, extending from the northern Latakia mountains through the countryside of Hama and Idlib to the northwestern countryside of Aleppo) are now free of heavy weapons, as a result of withdrawing part of them by the rebel and Islamic factions and the “Jihadi” factions, and concealing the other part, while activists of the Syrian Observatory continue monitoring some of the areas in which heavy weapon of the “Jihadi” group still exists while fighter factions operating in the buffer area and rejecting the Russian – Turkish agreement were withdrawing their heavy weapons from the area agreed between Russia and turkey

And the Syrian Observatory for Human Rights published today morning, Tuesday, that it monitored the return of cautious calm to areas of the Russian – Turkish truce in Idlib, Hama, Aleppo, and Latakia, where the calm has been prevailing the truce areas since after midnight of yesterday until the moment, after a series of renewed violations in areas within the four provinces yesterday Monday, where the Syrian Observatory published yesterday evening, that  Syrian Observatory for Human Rights monitored that the regime forces returned to violate the Russian – Turkish truce through shelling places within the area to be disarmed in accordance with Putin – Erdogan agreement that was reached on the 15th of August 2018, where the SOHR monitored shelling by the regime forces on areas in the northern sector of Hama countryside, in which the shells targeted areas in the outskirts of Al-Lataminah town and its vicinity, which caused material damage, without information about casualties.
