After the efforts failed in setting free the 21 persons of Al-Suwaidaa abductees held by the organization…the regime forces continue their military operation in Tlul Al-Safa igniting the locals’ resentment

Rif Dimashq Province – The Syrian Observatory for Human Rights: the Syrian Observatory for Human Rights monitored the sound of explosions in the outskirts of Rif Dimashq Desert at the administrative border with the north-eastern desert of Al-Suwaidaa, and in the details obtained by the Syrian Observatory for Human Rights; the explosions were caused due to the continuation of the regime forces’ military operation against the “Islamic State” organization, in Tlul Al-Safa area, after the process of releasing the remaining 21 abductees (14 children and 7 citizen women) obstructed, where they have been still held since the 25th of July 2018, and the Syrian Observatory monitored that the shelling was accompanied by targeting by the organization to the regime’s positions, along with clashes between the both parties, which ignited resentment among the relatives of the abductees against the regime’s indifference to the fate of the abductees, amid fears of executions that may be carried out again by the organization against them after it executed a boy and a citizen woman of those who it has kidnapped from Al-Suwaidaa countryside.

And the Syrian Observatory published on the 26th of October 2018, that the attempts and preparations are still under way to implement the second phase of the deal between both parties, which is the release of a second batch of al-Suwaidaa abductees, who were abducted by the organization on the 25th of July 2018, in exchange for the release of more of the female who are detained by regime’s authorities, where the “Islamic State” organization demanded them as one of the terms of the deal, which also includes the delivery of a USD 27$ million to the “Islamic State” Organization, and the sources told the Syrian Observatory that the delay of the second phase of exchange is purely for logistical reasons, where it is expected to take place within the few coming hours or days, and the Syrian Observatory published on the 22nd of October 2018 that the Syrian Observatory for Human Rights was informed by reliable sources that endeavors and preparations are taking place for a new exchange between the “Islamic State” organization and authorities of the Syrian regime through mediators, where it is expected that in the next few hours or days a new batch of the 21 abducted persons of al-Suwaidaa; who are 14 children and 7 citizen women, will be released in exchange for the Syrian regime’s authorities release of more detainees demanded by the organization as a condition to complete the bargain between them, the Syrian Observatory also published on the 20th of October 2018, that Syrian Observatory for Human Rights continues to monitor the case of abductees of al-Suwaidaa province, who were abducted by the “Islamic State” organization during its attacks on the bloody Wednesday, the 25th of July 2018, where the rest of the abductees are expected to be released in the coming hours or days, in case goes well in the process of detainee exchange and the completing the release of the remaining abducted people, after an exchange took place late night within the first part of the deal with the organization, where the Organization released 6 abductees of al-Suwaidaa out of the total 27 abducted persons, they are: 18 children and 9 citizen women, and the 6 who were released are a woman with her 4 children as well as another woman, who is the mother of the young man who was executed by the Organization on the 2nd of August 2018, and that in exchange releasing about 17 women and children out of 60 detainees held by the regime forces the organization demanded them; with other female detained by Syria Democratic Forces, and the Syrian Observatory learned that new batches of prisoners demanded by the organization will be released before releasing new batches of the kidnapped people of al-Suwaidaa, the transaction also includes the delivery of $27 million USD for the “Islamic State” Organization.

The Syrian Observatory for Human Rights published in the early hours of the morning of Saturday the 20th of October 2018, that the Syrian Observatory for Human Right learned from several reliable sources that 6 abductees have been released from the northeastern countryside of Al-Suwaidaa, who have been held by the “Islamic State” Organization since the 25th of July 2018, and in the details obtained by the Syrian Observatory: the organization released the first batch of the 27 abductees held by it, who are 18 children and 9 citizen women, where ISIS released Mrs. Rasmiyyeh Abu Ammar and Mrs. Abeer Shaghleen with her 4 children: Mulham Jbaai, Amwaj Jbaai, Gaida Jbaai, and Yarob Jbaai. This comes within first steps for implementing the entire deal, which includes the delivery of $27 million USD plus more than 60 detained at regime’s prisons demanded by the Organization; along with females detained by the Syria Democratic Forces, and SOHR received information that the first part of the deal was carried out in conjunction with the delivery of detained females by the regime to the organization as a gesture of goodwill of both parties, and it is expected within the next few hours or days that all of al-Suwaidaa abductees will be released, in exchange for the delivery of the agreed amount of money and the handover of detainees.

All of this coincides with calm in Tlul al-Safa area where the “Islamic State” Organization is located, where the calm process was conducted under a Russian supervision, and the Syrian Observatory published hours ago that Syrian Observatory for Human Rights monitored that the regime forces have brought great reinforcements to their positions and posts in the area of Tlul Al-Safa which is located in Rif Dimashq Desert at the administrative border with Al-Suwaidaa countryside, and these reinforcements come as a pressure over the “Islamic State” organization to accelerate the process of releasing the abductees it holds, of the people of Al-Suwaidaa, where the crisis of the people who were kidnapped by the organization during the attacks of the bloody Wednesday over Al-Suwaidaa and its countryside on the 25th of July 2018, is expected to be ended, where it is expected that they will be released in the incoming hours within the deal of exchange between the organization and between the negotiation committees and mediators, the SOHR also learned that the regime forces and their allies will continue their military operations in wider and larger manner in the organization’s remaining areas in Tlul Al-Safa in Rif Dimashq Desert.
