Areas of the rebel and Islamic factions, Hayyaat Tahrir al-Sham, and the jihadis in Idlib province have been living a state of chaos and insecurity for so long, which dropped its shadows over the daily lives of people and residents of Idlib city and its countryside, where the conflicts and clashes between the factions in addition to bombings and targeting through IEDs, mines, kidnappings, arrests and all other related security chaos incidents in the area; have affected the living situation of people of the area, in addition the clamp down by the factions there on civilians and interfering in the various matters of their daily lives, from the imposition Taxes, royalties, and arresting any person criticizing the policy of these factions, as well as their interference in the work of humanitarian and relief organizations operating in the Idlib province, which has led many organizations to decrease their services in the area, while others have been forced to terminate their presence there after the stop of support on these organizations, whose supporters have justified stopping the support by the control of the “Rescue Government” and other jihadi factions over the whole Idlib province, as well as the security chaos that is escalating day after day in the province.

Limiting the work of these organizations and the stop of others after they used to bear a small part of securing water, flour and other things related to the daily services, had a negative impact on the lives of civilians all over Idlib province, which has hundreds of thousands of residents and displaced people came to Idlib from different areas of Syria, in light of the lack of jobs and the destruction caused by warplanes and forces of Russia and the Syrian regime, which led to the destruction of infrastructure and damaged the property and livelihood of citizens, where one of the organizations that operates within border camps in the western countryside of Idlib; has reduced the services it provides there, were the percentage of water donated to each individual was reduced from 30 liters to 20 liters and the water is distributed twice a week, in addition to stopping other services related to the cleaning, roads, and sewage by the end of October 2018.

Other organization stopped their support of providing flour for furnaces and securing gasoline for them, which caused many of them to stop working in various areas of Idlib, and consequently the production of bread -the main food for people in Idlib- declined, this gradual decline in the work of relief organizations the suspension of support of them is steadily escalating, amid concerns among the people that all of these organizations may stop providing their services by the end of this year, 2018, after a large part of them stopped in the current year under the pretext of the Rescue Government’s control over the province, which increases the burdens of the Syrian people there, who are already suffering from the effects of the seven-year war period.
