The Syrian Observatory For Human Rights

The Rescue Government issues a decision through the “justice ministry” regarding to public property and its disposition under the supervision of its committees

The Syrian Observatory for Human Rights learned that “the justice ministry” of the Rescue Government has issued a circular on how to dispose of the public property within its controlled areas, and the Syrian Observatory obtained a copy of this circular, it reads:

“1. The courts do not rule on the references of the real estate sheets and vehicles, which were designed for the benefit of public institutions and bodies before the revolution, except after obtaining a clearance from the commission for settlement and treatment of public funds.

  1. All courts must introduce a committee for the settlement and process of the public property in any case before it, subject to any real estate or vehicle papers with reference in favor of any institution or public authority.
  1. The public funds settlement and treatment committee, being a public authority of the Rescue Government, is represented by the body of the government issues, and it sends the notification notes to the chief of staff of the government issues body.
  1. all those who are required to implement and operate according to this decision shall be notified with it.”

During the past days, the Syrian Observatory published that after the control of Hayyaat Tahrir al-Sham and the “jihadi” factions on the areas that used to be controlled by rebel and Islamic factions in the provinces of Aleppo, Idlib, Latakia, and Hama, outside of control of the pro-Turkish factions of “Olive Branch” and “Euphrates Shield” Operations, where Tahrir al-Sham imposed the influence the National Rescue Government over about 9000 square kilometers, which is about 4.8% of the area of Syria. And while Turkey and Russia sought to show their agreement as successful agreements, which are Russian – Turkish truce that has been in force since the 15th of August 2018, and the Putin – Erdogan agreement for the demilitarized area reached on the 17th of September 2018, the “jihadi” refused to withdraw from the buffer area extending from the northeastern mountains of Latakia, through the countryside of Hama and Idlib, until the northwestern suburbs of Aleppo city, they also partially withdraw the weapons and kept the remaining heavy weapon buried in trenches that were dug for them.

The Syrian Observatory for Human Rights learned from several reliable sources that the forces controlling areas of control of the pro-Turkish Operation of “Olive Branch” and Hayyaat Tahrir al-Sham which controls about 9000 square kilometers; have establish a crossing between their areas of control, while reliable sources confirmed that what makes this crossing special is the exit and entry process, where the sources confirmed that anyone who comes out of areas of one of both parties is prevented from returning to the areas from which they came out, and the Syrian Observatory monitored traffic from each area towards the other, but the reasons for this decision by both parties has not been known, amid resentment among people of both areas, especially those who are forced to move for treatment, commercial, or other daily work practiced by people in both areas, where residents stressed that this decision besieges those who are in Idlib Province and its surroundings within areas of control of Hayyaat Tahrir al-Sham, at a time when people are afraid of the resumption of preparations for a military operation in Idlib by the regime, the Russians, and their allies, to control the greatest possible area and to regain control over it.

The Syrian Observatory for Human Rights published on the 25th of January 2018 that the Syrian Observatory for Human Rights monitoring continuation of mobilization by the 5th Corps -which was established by Russia-, as well as the pro-government militias in the northwestern, northern, and western countryside of Hama, these mobilizations come as signs of a joint military operation to be launched from the countryside of Hama, about one week after the Russia-established 5th Corps arrested about 15 members of the National Defense Forces in Hama countryside, where the arrest were accompanied by shooting, and the information that spoke back them about clashes between the regime forces and the militiamen loyal to them against the Russian-established 5th Corps were completely false, back then the false news talked about tens of casualties in the ranks of both parties, and the Syrian Observatory published on the 18th of January 2019 that Syrian Observatory for Human Rights learned that the regime forces continue to bring military reinforcements on a daily basis to locations and points in the middle of Syria and north of it, the last of which was during the last hours of the night, and in the details obtained by the Syrian Observatory: the regime forces brought military column consists of more than 35 vehicles, most of them are of the 5th Legion which is supported and armed forces of Russia and the 9th Division, and it includes vehicles weapons, ammunition, soldiers and other military and logistic equipment, they arrived in their positions at al-Jerniyyeh, Jalmeh,   and Tal Meleh which is known as the “Western Tar” between the towns of Muhradah and al-Suqaylabiyah in the countryside of Hama, and at the same time a new column arrived for the Brigadier Suhail al-Hassan, aka the “tiger,” to Joureen area in Sahl al-Ghab at the northwestern countryside of Hama after the “Tiger” visited it yesterday, Thursday, and these reinforcements came in the context of the continued mobilization on daily basis at late hours of the night by the Syrian Forces and militiamen loyal to them in the area, and the Syrian Observatory published yesterday, Thursday, that Syrian Observatory for Human Rights learned that the senior Brigadier in the regime forces, Suhail al-Hassan, known as the “Tiger”, who led most of regime’s battles of control; and who is close to the Russian leadership and heads a force known as Tiger Forces which are supported and armed by Russia, he roamed in places at the western and northwestern parts of Hama countryside, on the contact lines with areas of presence of the factions operating in the area, where his visit came after successive sending of regiments by the regime forces and their allies to the clash fronts and contact lines with the factions’-controlled areas in Idlib and Hama, after Hayyaat Tahrir al-Sham controlled about 9000 km² of the Syrian area in the provinces of Idlib, Hama, Latakia, and Aleppo, after bloody clashes against the National Liberation Front factions, of which hundreds of its members withdrew towards Afrin area after an agreement with Hayyaat Tahrir al-Sham.

The Syrian Observatory published yesterday that regime forces continue to send military reinforcements to their places of presence in the provinces of Hama and Idlib, where the Syrian Observatory for Human Rights monitored the arrival of military reinforcements of tens of armored vehicles and military trucks with tens of members; to the northwestern countryside of Hama, coming from the regime forces’-controlled areas in the same countryside of Hama, after the Syrian Observatory monitored on the 13th of January that the regime forces have sent a new batch of military reinforcements to the areas where they are present in the vicinity of Hama, and in the details obtained by the Syrian Observatory for Human Rights; the regime forces have sent tens of vehicles carrying tens of members of the regime forces and gunmen loyal to them, to Soran area and other areas in the northern countryside of Hama, as a part of the reinforcements that are being sent to the area to fortify and strengthen their positions and enhance their presence, after the Syrian Observatory published on the 10th of January 2019, that the regime forces have sent tens of vehicles carrying armored vehicles and military and logistic equipment, to the countryside of Hama province, adjacent the controlled areas of the Islamic and rebel factions operating in the area, amid prospects of preparations for a military operation by the regime forces and their allies against Hayyaat Tahrir Al-Sham and the factions operating in the area, after Hayyaat tahrir Al-Sham imposed its control over more than 80% of the territory controlled by the Islamic and rebel factions which reaches about 8937 km2 (4.8% of Syria’s area), and also after Tahrir Al-Sham imposed the Rescue Government’s influence over the entire area mentioned above “the 8937 km2”, after reaching consensuses included the withdrawal of hundreds of fighters towards Afrin and to add the area to the control of the Rescue Government in the administrative and service aspects.

And the Syrian Observatory published on the 6th of January 2019, that the regime forces began sending military reinforcements to areas in central and north of Syria, and in the details obtained by the Syrian Observatory for Human Rights: the regime forces sent a convoy of tens of vehicles carrying hundreds of soldiers to the fronts in the countryside of Hama and Aleppo, where the Syrian Observatory received information that the two columns which contain hundreds of members have headed through the main roads towards Sahl al-Ghab northwest of Hama and towards Aleppo province, while in the coming days more military reinforcements are likely to arrive in the area, after the regime forces previously sent reinforcements to the west of Euphrates in Deir Ezzor countryside, where the Syrian Observatory was published on the 28th of December 2018 that the Syrian Observatory for Human Rights monitored an attack by members of the “Islamic State” organization, on areas in Al-Mayadin Desert, in the west of the Euphrates, at the western banks of the Euphrates River, in the eastern sector of Deir Ezzor countryside, where the Syrian Observatory monitored violent clashes, amid throwing light bombs by the regime forces and Iranian forces and gunmen loyal to them, in the area, accompanied by exchange of targeting in the clash areas between the both parties, amid confirmed information about the fall of human losses, while the Syrian Observatory for Human Rights monitored in the past 2 weeks the arrival of thousands of members of the Tiger Forces led by the Brigadier in the ranks of the regime forces, Suhail al-Hasan, and the forces of the 5th Corps backed and armed by Russia, to the west of Euphrates River, and they were deployed along the road of Tehran – Beirut of the strategic importance for the Iranian Forces, within the sector of the eastern countryside of Deir Ezzor Province.
