The heaviest escalation ever in “Putin – Erdogan” area has completed its first month, this area stretches from the northeastern mountains of Latakia to the northwest suburbs of Aleppo city, and passes through the countryside of Hama and Idlib, this first month had witnessed massacres, disasters, and a human tragedy caused by the Russian guarantor and the regime of Bashar al-Assad, through their warplanes, helicopters, and ground shelling, amid shameful silence by the Turkish “guarantor” who provoked irony by running patrols and entering military columns to its 12 points scattered in the countryside of Hama, Idlib, and Aleppo, as the Russians and the regime are carrying out massacres against the Syrian people, kill, and displace them, in addition to destroying the infrastructure and property of citizens.

The heaviest escalation was not confined to the aerial and ground bombardment and shelling, where the regime forces took advantage of it with the support of the Russian Forces; and carried out in ground attacks in Hama countryside and Kabani area in Jabal al-Akrad at Latakia countryside, where they were able to advance with a cover of intense ground and air shelling and bombardment, and controlled 16 areas in Hama countryside, they are Qal’aat al-Madiq, al-Karakat, Twinah, Kafr Nabudah, al-Bana, Tal Osman, al-Mestriha, al-Sharia, Bab al-Taqa, al-Jabriya, Tal Hawash, al-Tawba, Sheikh Idris, al-Muhajreen, al-Hamraa, and Hwaiz, and unlike the countryside of Hama; the regime forces failed to advance in Kabani area despite their tens of attempts which were repelled by the jihadi groups operating in the area.

The Syrian Observatory for Human Rights documented a large number of casualties, where at least 950 people were killed since the 30th of April 2019, the date of start of the most violent escalation in terms of aerial and ground bombardment, shelling, and targeting since Putin – Erdogan agreement, until the evening of the 30th of May 2019, and they are: 310 civilians including 77 children and 65 citizen women, and they are 44 including 15 children and 13 women were killed in Russian aerial bombardment on the countryside of Idlib and Hama, and 36 including 8 women and 4 children were killed in the fall of barrel bombs, and 163 including 35 women, 44 children, and a member of the rescue teams were killed in targeting by regime’s warplanes, also 45 people including 6 women and 4 children were killed in a ground shelling carried out by the regime forces, and 22 citizens including 10 children and 4 women were killed in shelling by the factions on al-Suqaylabiyah, while at least 369 of the jihadi groups were killed in the Russian airstrikes and the regime’s shelling, in addition to the killing of 269 members of the regime forces in targeting and shelling by jihadi groups and factions.

Also the heaviest escalation displaced more than 300000 civilians from their homes and areas, against the backdrop of the barbaric shelling by the Russians and the regime, where large part of them stayed out in the open in neighboring agricultural lands, others displaced to their relatives deep in Idlib and the northern and northwestern countryside of Aleppo, and others resorted to the border camps near Iskenderun, and the Syrian Observatory for Human Rights monitored that 6 hospitals went out of service since the start of the heaviest escalation after being targeted directly by warplanes and helicopters, they are: Kiwan Hospital in Kafr Owaid, al-Sayeda Maryam Hospital in Kafr Nubl, al-Orient Hospital in Kafr Nubl, Nabd al-Hayat in Hass, the Hospital 111 in the Qal’aat al-Madiq, and al-Maghara Hospital in al-Lataminah town, in addition to 2 health centers in the towns of Kafr Nabudah and al-Hbit, while the Syrian Observatory documented the use of internationally forbidden materials by the regime forces during their ground bombardment, which burned thousands of dunums within the southern and western agricultural lands of Khan Shaykhun city, al-Hbit, Abdeen, outskirts of Kafrsajna, Kafr Ain, and other areas within the southern sector of Idlib countryside, and Hersh al-Skibiyyeh, Tal Hadaya, and IKARDA in the southern countryside of Aleppo, in addition to al-Lataminah in the northern countryside of Hama, as well as the looting operations by the regime forces and militiamen loyal to them in the areas they controlled through robbing houses, shops, and crops of civilians.

We at the Syrian Observatory for Human Rights call on the General Assembly of the United Nations to issue an immediate decision to stop the military operations of the Russian aerial bombardment and shelling by the regime forces and their warplanes on the “de-escalation” area, in case the Security Council could not issue a decision about the massacres committed by Russia and the regime of Bashar al-Assad due to the use of veto by the Russians against any decision by the Security Council that condemns these massacres.
