Organizations support Jihadi groups and their institutions under the humanitarian support pretext, and hundreds of thousands of displaced people in continuous tragedy in light of corruption of the “local councils”

The “Rescue Government” which is loyal to Hayyaat Tahrir al-Sham led by Abu Mohammed al-Joulani, is imposing taxes and royalties on humanitarian organizations in Idlib, as it is the one in control and has the upper hand, at a time when administrations of the organizations need to keep carrying out their work, which puts everyone between the hammer of the groups and the imposition of power and corruption in the local councils and between the anvil of their humanitarian objectives to cope with the tragedy of nearly 4 million citizens, who are living in extremely miserable conditions.

These imposed taxes on the organizations are not born today, the factions of all orientations and affiliations take advantage pf them to provide support to their families, attract members, enhance their affiliation, and expand the popularity of each faction, but the situation is getting worse as the number of displaced people and homeless became huge.

Tens of organizations -if not hundreds- are working in areas of influence of “Hayyaat Tahrir al-Sham,” including global, emerging, and intermediate organization, where they are involved in various areas of health, relief, and education, but they only meet the needs of 10% of the citizens, due to the insane spread of nepotism and corruption starting from the councils which were appointed by the “Rescue Government,” and not ending with the “government,” the ministers themselves, and the military Emirs of the organization’s leaders.

Corruption is spreading strongly, it starts in government’s first cell, the local councils, which are described by the people as the “bad councils,” as members of those councils are loyal to the “Rescue Government” and Hayyaat Tahrir al-Sham.

The council also is not without a member of Hayyaat Tahrir al-Sham or a close associate to the security and leaders, to be their eye to the area and to help in falsifying data, registering fake names to take advantage of relief materials, and also controlling the contracts of organizations that deal directly with these councils.

the Syrian Observatory for Human Rights revealed these practices between local councils and some of these organizations in Idlib countryside.

One of the organizations provided financial assistance to livestock breeders such as cows, sheep, and goats, in the framework of supporting livestock, but members of local councils were quick to put a list of names of those close to them and their friends, in addition to names of some of the breeders, while the organization requested a field trip on the farms and barns to see the accuracy of data, so thousands of people who do not have livestock and whose names are registered with the organization have borrowed livestock and put them in their homes, where employees of the organizations are seeing with their eyes how they are being moved from one house to the other to be registered in every house, without the employee paying carrying about that, although he knows very well that the violation may lead to the suspensions of the organization, therefore, this will damage him and his salary will be stopped.

Sources told the Syrian Observatory that the organization did not achieve its goal of supporting livestock, because it relied on forged documents.

local councils are working to put false names in their statements to benefit the council members and those working with the Rescue Government, also most of the beneficiaries of this support are loyal to Tahrir al-Sham, jihadist organizations, and regime loyalists.

The “government” institutions move towards making huge deals with the organizations, so the “Rescue Government” and the Emirs put it in front of two options, either accept and ensures the continuation of the organization’s work; in exchange for losing a large part of the citizens’ allowance, or the rejection and thus depriving the citizens of their full right to the support provided to them.

KOL is one of the most important organizations that have a fairly stable support through its service and relief projects, which consist of regular relief assistance, running drinking water plants, and supporting furnaces, but it is suffering from harassment of the “Rescue Government” and Hayyaat Tahrir al-Sham, and before that by “al-Nusra” before changing its convictions, as it provides a huge aid and good salaries for its employees up to $1000.

The “Rescue Government” and security workers of Hayyaat Tahrir al-Sham are working on investing the furnaces, while a party works with the organization reported that the organization has suspended its work in Idlib; and will move to Azaz in Aleppo countryside due to differences between the organization’s management and the rescue government, after Hayyaat Tahrir al-Sham recorded fake furnaces to support its self, which forced the organization to suspend its work in supporting furnaces.

The “Rescue Government” also works through its dealers to draw contracts without competition as it owns the land, crossings, and military power.

At the same time, hundreds of thousands of displaced people live in random camps, and still, the winter is almost ended and tens of families do not have a fireplace or the price of its wood.

“Al-Joulani” government and its local councils are focusing on the looting humanitarian organizations, without caring about these displaced people, which begs the question: Do these organizations operate in areas of influence of Tahrir al-Sham to support jihadi groups under the cover of humanity?
