The unified command issues “a general amnesty” after the Judaical council release 65 detainees in the Eastern Ghouta

SOHR received a copy of a statement issued by The unified Command in the Eastern Ghouta that “ based upon the powers granted to the leader of the Unified Command, and on the basis of the results of the command meeting held in 7/1/2015 we have decided the following:

 

Article 1 – A general amnesty granted for crimes committed before 7/1/2015 and for all criminal and misdemeanor offences as well as administrative violations.

Article 2 – The following crimes are excluded:

  • Pledging allegiance to IS except those who are listed in the fourth grade and who hand themselves over.
  • Being agents for al- Assad regime.
  • Deliberate murder.
  • Being gays.
  • Incest crimes.

Article 3 – The amnesty do not conclude the convicted or non-convicted who are hiding at the time of issuing this amnesty unless they hand themselves over to the judiciary within a maximum period of one month started from the date issuing this edict.

 

Article 4 – This amnesty has no effect on the personal rights, and the lawsuits are still the function of the judiciaries that adjudicate these lawsuits.

 

Article 5 – Every man who is over 70 years old gets benefit from the article 1 without the exclusions mentioned in the article 2.

 

Article 6 – This amnesty has been executed starting from Ramadan 17  (June 4, 2015). The prisons authority gives 3 days to complete the execution.  

 

2 days ago, SOHR published that the Judicial Council in Eastern Ghouta released a statement of releasing 64 detainees after they have been arrested earlier, the releases decision came after the judicial council checked the files of al-Omma army which was received from al-Islam army, and after hearing what the detainees said. 

 

At late May, SOHR received a footage shows dozens of citizens, including children and women, demonstrating in the city of Saqba in the Eastern Ghouta against Jaysh al- Islam and its leader Zahran Alloush, and demanding to release the detainees held by Jaysh al- Islam. The demonstrators were chanting, “topple Zahran Alloush, death and no humiliation and we want the prisoners.” The footage also shows a man saying “O sheikh Zahra we are our brothers and sons, do you satisfy that our women demonstrate in the street and none of them but to have a martyr in her family, a detainee held by the mean Bashar al- Asad and his supports or a detainee in your jails. Fears Allah in those women. For Allah and for this holy month (Ramadan), do not make fitnah in the Eastern Ghouta. The regime gloats us; 1 kilo of sugar costs 3500SP and 1 kilo of rice costs 2000SP. You sent a committee 6 months ago to al- Masjed al- Kabir (the big mosque) to inform us that you have crop of wheat for the next two years but 1 kilo of wheat cost more than 1000SP. We have demonstrated and revolted against oppression, against Bashar al- Assad, and we still against him. We are not against you O Zahra, we are brothers and as one family in the Eastern Ghouta”, one of the demonstrators interrupted the old man saying “yesterday, they will distribute 3 kilos of wheat in the Eastern Ghouta and all people will hold their tongues”.
