The Syrian Observatory For Human Rights

Negotiations take place in al-Qaboun neighborhood and calm prevails the east of Damascus and await for implementation of an agreement with those who in charges of Barzeh neighborhood to carry out the first displacement operation in the capital

The Syrian Observatory for Human Rights learned that calm prevails al-Qaboun area which is located in the eastern outskirts of the capital Damascus, where cross sources confirmed to the Syrian Observatory for Human Rights that the calm came with the start of negotiations through local mediators in al-Qaboun area with the regime forces.

The negotiations came after violent battles in al-Qaboun area during the last weeks between the regime forces supported by militiamen loyal to them against the rebel and Islamic factions in the vicinity and outskirts of al-Qaboun neighborhood where the regime forces managed to achieve advances at the expense of the factions which include al-Rahman corps, Jaysh al-Islam, and the Islamic movement of Ahrar al-Sham, but there is no information about the items which the parties are negotiating.

In the Primary information which was obtained by the Syrian Observatory for Human Rights the negotiations are similar to what happened in the suburbs of the capital and Rif Dimashq, while the civil sources confirmed to the Syrian Observatory for Human Rights that they are scared of carrying out the  displacement operation in a way similar to what happened in Daraya, Maaddamiyat al-Sham, the Western Rif Dimashq, Qadsaya, and al-Hammah in the suburbs of the capital and in Sarghaya, Wadi Barada, Madaya, and al-Zabadani in the northwest of Rif Dimashq and also in al-Tal area.

Also reliable sources confirmed to the Syrian Observatory for Human Rights that negotiations took place between those who in charges of Barzah neighborhood in the eastern outskirts of the capital and the regime authorities and they reached to an agreement states to exit those willing to get out and implement an ” reconciliation and settling conditions ” of who willing to remain in the neighborhood, but there are no movements or official preparations to schedule the date of carrying out of the agreement, and reliable sources confirmed to the Syrian Observatory for Human Rights that due to this agreement hundreds of fighters and their families and civilians willing to get out would be displaced from Barzah neighborhood towards Idlib province and the areas which are controlled by the ” Euphrates Shield ” Forces which consist of the rebel and Islamic factions and the Turkish forces and these areas are located in the northeastern countryside of Aleppo, and the regime forces managed to advance on the third of April 2017 and control al-Hafez street and besiege Barzah neighborhood completely after isolating it from the rest eastern neighborhoods of Damascus, and the violent clashes were coincided with heavy shelling  by the regime forces on the area.
