After killing young men who were arrested to join the “conscription” by warplanes… fears of similar future operations with the continuation of arresting dozens of young men in Deir Ezzor Province

Deir Ezzor Province – The Syrian Observatory for Human Rights: the Syrian Observatory for Human Rights learned that a warplane believed to be related to the International Coalition targeted a car of ISIS in Al-Bolil area in the eastern countryside of Deir Ezzor, which caused casualties, and in the details documented by the Syrian Observatory for Human Rights that the car was carrying a number of young men who were arrested by the organization to join the “conscription”, where two persons at least of these young men were killed and two members of the guards accompanying them were also killed by the targeting, this targeting comes with increasing the level of arresting young men and men who are from Deir Ezzor and its residents, under the pretext of arresting them to join the “conscription”, amid fears of similar future operations target young men who are arrested and forced to be send to the clash fronts, with the continuation of arresting dozens of young men, men and boys from the villages, towns and cities of Deir Ezzor province by ISIS, under the pretext of ” un-enrollment in the conscription”, in which reliable sources confirmed to the Syrian Observatory for Human Rights that ISIS hurried to arrest citizens and take them to its camps and to the clash fronts, with the escalation of the displacement of young men, men and families from Deir Ezzor Province to other Syrian areas, to escape from joining the ranks of the organization, which threatened that whomever does not join voluntarily will be forced to join the “recruitment”, and the Syrian Observatory for Human Rights observed that the ISIS carried out raids and arrested dozens of young men, amid the continuation of the displacement of citizens from the areas controlled by ISIS to other areas outside them as a result of continuous escalation by warplanes of the International Coalition as well as Russian warplanes, since the 22nd of May 2017, the date of the escalation of the shelling on Deir Ezzor villages, until they received the decision of ISIS about the ” conscription “, which increased their tragedy, and which forced the citizens to leave and escape from a death of another kind in which citizens are being forced to go to their death, this decision which imposed by the organization on young men aged 20-30 years, and force them to join the camps of the organization to being recruited, in order to “repel the attack of Nusayris against the land of the Islamic State in al-Khayr State” and warning those who do not join voluntarily; that they will be forced to join to “recruitment”, in which reliable sources reported to SOHR that the majority of the displaced people are escaping to the countryside of Aleppo, Al-Hasakah and Al-Rokban.

It should be noted that the Statement in which ISIS declares “Mandatory Conscription” and which was published by the SOHR on the 3rd of August came one week after the regime forces were able to enter the administrative border of Deir Ezzor, coming from the eastern countryside of Al-Raqqah and to move deeper into the western countryside of the province, in an attempt to turn around Al-Bashri Mountain and an adjacent Mountain, If successful, the regime forces would be able to put large areas of the countryside of Deir Ezzor under fire. The SOHR activists in Deir Ezzor Province obtained a copy of the statement issued by the organization of the “Islamic State” in “Al-Khair State” in which it declared “General Mandatory recruitment of all Muslim young men who are able to fight in Al-Khair State and aged between 20 and 30. No one is excluded from conscription except for those who have legitimate excuses. The aim of such decision is to repel the attacks of Nusayris (Alawites) on religion, persons, money, women and the protectors of Muslims in Al-Khair State”. The statement added: “the recruits, who will join the fight and Jihad repelling such attacks, will be equally treated as the Mujahedeen and the soldiers of the Islamic State. They will undergo Sharia and military training. They are also entitled to join the Islamic State army in accordance with the conditions of recruitment.
