Waiting for the official announcement of controlling Al-Raqqah…the Municipal Stadium in the city is the last square of surrender

Al-Raqqah city, which was the main stronghold of the “Islamic State” organization, is witnessing the last anticipation for declaring the official announcement of imposing the full control over the city by the forces of “Euphrates Wrath” Operation, which witnessed fierce battles between the Syria Democratic Forces supported by the US Special Forces against the “Islamic State” organization, and intensive shelling by the forces of “Euphrates Wrath” Operation and by the International Coalition warplanes, which resulted in destroying more than 80% of the city area and led it to be out of service, and the Syrian Observatory for Human Rights learned that military pressure and continuous negotiation are carrying out between the International Coalition and the Syria Democratic Forces with the remaining non-Syrian members of the “Islamic State” organization, after reliable sources confirmed to the Syrian Observatory that tens of those who remained in the city, surrendered to the International Coalition and the SDF, while pressure is being carried out on tens of those who are still remained in order to make them surrender, and with completing such step the presence of ISIS in Al-Raqqah province completely ends.

And the Syrian Observatory for Human Rights published on the 14th of October 2017, that it’s expected that the process of solving the issue of the foreign fighters of the “Islamic State” organization, who are responsible for Paris attacks, will be finished during the nest hours, and the sources confirmed to the Syrian Observatory for Human Rights that the process reached its end, after all the Syrian members got out with their families and the remaining citizens inside the city, where the member of the organization existed, and the Syrian Observatory for Human Rights confirm again that a negotiation has to be carried out between the Syria Democratic Forces and the International Coalition on one hand, and the members of the “Islamic State” organization on the other, and the Syrian Observatory for Human Rights demands that any party that disclaims or denies the agreement, to bring photos and videos that show the bodies of hundreds of the foreign members who were left in Al-Raqqah city, or show them when they surrendered to the Coalition and the SDF in Al-Raqqah city, in which the Syrian Observatory for Human Rights monitored that the Syrian members and their families left the city and headed to undetermined destinations.

And the Syrian Observatory for Human Rights obtained about a week ago from several reliable sources, who reported to the Observatory that negotiations are taking place between the remaining members of the “Islamic State” organization and their leaders in Al-Raqqah city, and between forces of the International Coalition and the Syria Democratic Forces, but the negotiations have not ended yet, in order to get the remaining members and other civilians in the center of Al-Raqqah city to the eastern countryside of Deir Ezzor, and the sources confirmed to the Syrian Observatory that the agreement was delayed due to the rejection of an international intelligence agency of a European country, the negotiations between both parties coincide with the arrival of buses at the eastern outskirts of Al-Raqqah city and to the north of the city, in preparation to transfer of the remaining members of the organization and civilians wishing to get out of the city in case an agreement was reached, the agreement also came with the increased pace of the sweep operation over the past few days in Al-Raqqah city, which used to be the stronghold of the “Islamic State” organization, where the Syria Democratic Forces and the International Coalition forces have intensified their sweep operation in the city, along with preparations for announcing Al-Raqqah city as ISIS-free, after about 20 days of besieging the “Islamic State” organization in a narrow circle which is no more than 2 km² in the center of Al-Raqqah city, since the 21st of September 2017, and if the agreement ends and the organization’s members get out of the city, then the “Islamic State” organization loses its full presence in Al-Raqqah province, after being expelled in the past weeks and months by the regime forces and militiamen loyal to them from the western and southwestern countryside of Al-Raqqah as well as the eastern and southern countryside, in addition to ending the organization’s existence in the entire north of Euphrates by the Syria Democratic Forces supported by the International Coalition, and from Al-Tabaqa area in the southern banks of the river until the eastern area of al-Ekirshi east of Al-Raqqah.
