Douma agreement is suspended and talks and negotiations are underway to reach a “new settlement” about Douma, the Eastern Qalamoun and Damascus

Rif Dimashq Province – The Syrian Observatory for Human Rights: intersected sources confirmed to the Syrian Observatory for Human Rights that the preparations for the 4th convoy of the people displaced from Douma, towards the north-eastern countryside of Aleppo, was suspended as a result of new conflicts, in the area, between the negotiators, and the Syrian Observatory for Human Rights learned that the negotiations are taking place between Jaysh Al-Islam on one hand, and the regime’s authorities and the Russian on the other, to reach a new agreement leads to a “new settlement”, about Douma, the Eastern Qalamoun, the southern Rif Dimashq and the south of Damascus, and the sources confirmed to the SOHR that transferring the displaced people from Douma, obstructed and was suspended today, Thursday the 5th of April 2018, because of the Turkish practices at the crossing between the regime’s controlled areas and the Turkish controlled areas in the north-eastern sector of Aleppo countryside, in addition to the reasons mentioned above, also the number of Jaysh Al-Islam’s fighters in these areas -Douma, the Eastern Qalamoun, the southern Rif Dimashq and the south of Damascus- reaches about 14 thousand fighters.

The sources confirmed to the Syrian Observatory for Human Rights that Jaysh Al-Islam prevented the citizens to complete their way to the buses stationed at the outskirts of Douma, and sent them back to the city, amid information about withdrawing the buses out of Douma by the regime forces, while it is noteworthy that the Syrian Observatory for Human Rights published yesterday, that it obtained information from several reliable sources about reaching an agreement between Jaish Al-Islam and the regime authorities, by Russian mediation and full Russian guarantee. In the details obtained by the SOHR that the unannounced agreement based on middle ground between the regime authorities and Jaish Al-Islam with Russian mediation and guarantee. The agreement provide for the departure of the fighters and civilians refusing the first and second agreement to the areas of Al-Bab and Jarabulus in the northeastern countryside of Aleppo, the regime authorities shall work on reconstructing the infrastructure, educational and governmental and services institutions in the city of Douma, re-issuing documented for all those who lost their official documents through the regime institutions, returning all students to schools after holding tests to joining different grades to resume their education, while the regime authorities are working on settling the situations of the fighters after completely handing over the weapons and civilians with full Russian guarantee, while the compulsory military recruitment for the young men will be postponed for 6 to 10 months, the police of the regime will enter Douma during the reconstruction process with the guarantee of the Russian military police, Douma will also be provided by transportation, trade and other necessary services.

While Jaish Al-Islam agreement reached with the Russian provided on settling the situation of the people remained in Douma and the exit of those who refuse the agreement to Jarabulus and Al-Bab area in the northeastern countryside of Aleppo, forming a team work headed by Russia includes representatives of the Syrian side and the countries guaranteeing Astana process to arrange the handing over of kidnapped civilians and military personnel and the dead bodies of the regime force captured by Jaish Al-Sham, handing over heavy and medium weapons of Jaish Al-Islam, deployment of military police in Douma and prevent the presence of light arms, forming local council in Douma city with consensus between the controllers of Douma and the regime authority, and the return of the government institution to work in Douma city.
