72 hours after the return of escalating the shelling on the north of Homs…a new initiative is raised about the area by mediators and the requirement of coordination with the Russians and Hmeimim Base

The Syrian Observatory for Human Rights obtained a copy of an initiative by mediators, in order to reach a accordant solution about the northern countryside of Homs, which has been witnessing renewed aerial and artillery shelling for 72 hours, which resulted in the fall of casualties and wounded, where several points were raised, in order to be discussed and reach an agreement between the representatives of the northern countryside of Homs and representatives of the Russian side, and the agreement included “opening communications via a joint committee including representatives of the northern countryside of Homs and representatives of the Russian side, in order to work on making a chart leads to an inclusive settlement that keeps the area of the northern countryside of Homs and the adjacent countryside and Homs city away from the war, thus, an inclusive ceasefire will prevail the area in accordance with the commitments of the parties, opening at least two entrances where the Russian military police have to be presented between the regime’s controlled areas and the factions’ controlled areas, then areas will be gradually and successively agreed to be turned into civilian areas and let the Russian military police enter them, the formation of a committee of 7 persons of those who are exist inside and outside the factions’ controlled areas, the formation of a council to control the area with a higher committee, then the government institutions of the regime will be reactivated, and then the factions will be divided into 3 categories, one is civilian police, the second is military police and the third is responsible for the heavy weapon, bringing out every member of Hayyaat Tahrir al-Sham, training the members of both civilian and military police by the Russians for 3 to 6 months provided that Hmeimim Base will be their higher authority, while the faction that will be responsible for the heavy weapon is composed of dissident officers and soldiers, under the supervision of Russian advisers, and it will be rehabilitated to be the core of the new Syrian army in the future, and it will be assigned to the task of defending the area against the terrorist organizations, the release of the detainees with non-criminal charges who have been detained since 2011, the release the abductees and captives who were captured by the factions of the northern countryside of Homs, creating a mechanism for getting a general amnesty for the wanted persons, and creating a mechanism for bringing those who reject the agreement out of the area”

 

And the Syrian Observatory for Human Rights published two days ago, that the shelling on the northern countryside of Homs has not calm down, despite the cessation of the clashes which broke out at the dawn of Sunday the 15th of April 2018, between the regime forces and gunmen loyal to them against the rebel and Islamic factions, in areas in the northern sector of Homs countryside and the southern sector of Hama countryside, as a result of an attack by the regime forces to secure Homs – Salamiyah Highway, during which the regime forces managed to advance followed by a counter attack carried out by the factions on the area which forced members of the regime to withdraw, and these clashes resulted in the fall of human losses in the ranks of the both parties, where the Syrian Observatory documented the death of 4 fighters at least of the factions killed in these clashes, while members of the regime forces and gunmen loyal to them where killed in the exchange of shelling and the same clashes, also the Syrian Observatory for Human Rights has monitored at that time that the warplanes carried out intensive raids, where they targeted the villages and towns of Al-Qantara, Al-Tlul Al-Homr, Al-Quneitrat, Izz Al-Din, Al-Hamrat, Deir Ful and Al-Kann farms by about 30 raids, in conjunction with artillery shelling which targeted places in the areas mentioned above, and areas in Talbiseh city and its countryside, raising to about 65, the number of raids targeted both countryside of north of Homs and south of Hama, in the past 24 hours, where the raids resulted in the death of 3 citizens including a child girl and a woman, as well as the fall of wounded, also the factions targeted by several shells, areas in Al-Ashrafiyah village controlled by the regime forces in the northern countryside of Homs, which resulted in the fall of wounded while one person at least was killed in this targeting, and this bombardment on the area comes after calm intervened by artillery and rocket shelling which targeted areas in both southern and northern countryside of Hama and Homs, while the SOHR published about two weeks ago, that the regime forces managed to take the control of Taqsis village and its mountain in the south-eastern countryside of Hama, and in the details monitored by the Syrian Observatory; a column of the regime forces accompanied by a delegation that sources said that it included representatives of the Russian side, entered Taqsis, Al-Amarah, Jumaqliyah and other villages, where the regime forces held their presence in Taqsis and Al-Amarah which were empty free from any military presence, in conjunction with their entry to 2 other nearby villages in the area.
