More than 30 buses in the second convoy of the Eastern Qalamoun displaced people continue their way to the Syrian north

The Syrian Observatory for Human Rights learned that the second batch of the displaced people of the towns of Jayrud, al-Atnah, Nasiriya and Rahiba have departed to their destination in Syrian north, where the batch includes more than 30 buses and carry 1200 persons at least of Hayyaat Tahrir Al-Sham, the Islamic Movement of Ahrar Al-sham and families of the fighters, as well as other civilians who refused the agreement between the representatives of the 4 towns and between the Russians and the regime, and the Syrian Observatory monitored the arrival of this second convoy to the Homs area heading towards Qal’aat al-Madiq and then to its destination in Idlib Province and the western countryside of Aleppo, where the first batch departed yesterday, Saturday, and included about 44 buses with hundreds of fighters, their families and civilians refuse the agreement.

while tens of tanks, armored vehicles, medium and heavy weapons, missiles and ammunition were handed over as one of the items of the agreement, which provides for “the ceasefire and the start to hand over the heavy and medium weapon, the Russian side has to organize the process of displacing the people whose names listed of who refuse the agreement to their destination, the inspection of the convoys for only one time with a Russian policeman on each bus, the carrying of personal luggage, individual weapons and quiver is allowed, while the Russian police have the task of protecting the convoys of the displaced people from their departure until their arrival, the deployment of the military police at the entrances of the cities and prevent the entry of the regime forces into them, and the situations of those who remain inside the city have to be settled, through forming a committee inside the city to complete this step, the formation of a trio committee between those who are in charge of the city and the Russians and the regime with a task of running the affairs of the city and resolve the issues of prisoners and detainees, giving those who defaulted compulsory military service a six-month grace period that can be extended to one year, the surrender of the dissidents within 15 days provided that a special amnesty is issued for them and they have to be given the choice to leave the area in the case of their refusal, the preservation of the property and the rights of the displaced people and not to be touched or seized”

And the Syrian Observatory for Human Rights published 3 days ago that a final agreement has been reached between representatives of the Russians and the regime and representatives of the areas of al-Nasriyyeh, Jeroud, al-Atnah, al-Rahiba, al-Sharqi Mountain and Batra Mountain, and in the details obtained by the Observatory: the meeting between that took place between parties of the agreement on Thursday, the 19th of April 2018, led to a full agreement among them, which provides exit of all of who wants to from the factions of the area (Jaysh al-Islam, Ahmad al-Abdu Forces , Jaysh Tahrir al-Sham, Ahrar al-Sham Movement, Jaysh Osud al-Sharqiyyah, Shuhada’a al-Qaryatayn Brigades, Saraya Ahel al-Sham and members from Hayyaat Tahrir al-Sham), in addition to the families of fighters and other civilians who refuse the agreement towards the Syrian north in the coming days, after handing over the medium and heavy weapons.
