The regime prepares for reactivating government institutions in Daraa city and the calm prevails the province after adding new towns to regime’s control and Jaysh Khalid Ibn al-Walid
Daraa Province, the Syrian Observatory for Human Rights: the calm has been prevailing Daraa province since yesterday Thursday, the 12th of July 2018, after the entry of regime forces’ officers, the governor of Daraa, and the Russian military police to Daraa al-Balad in Daraa city, has and raising the internationally-recognized regime’s flag, followed by joining of Kafr Shams town to regime forces’ controlled areas; after reaching a “reconciliation” agreement between representatives of the town and the regime, also the regime forces controlled hills near to the town according to the same agreement, and the Syrian Observatory for Human Rights learned regime’s authorities have prepared staff and technicians to reactivate the government institutions within Daraa Province, also, the fronts and contact lines between the factions and Jaysh Khalid Ibn al-Walid in the Yarmouk basin in the western countryside, are witnessing calm after violent clashes ended with the latter’s control of Hayt town and imposing an “agreement” with the factions to withdraw and hand over their weapons.
The Syrian Observatory for Human Rights monitored on Thursday, the 12th of July 2018 that the Syrian Observatory for Human Rights monitored clashes took place in the area of Kafr Shams which is located in the north-western countryside of Daraa, between members of a rebel faction against members of Hayyaat Tahrir al-Sham, and the Syrian Observatory learned from intersected sources that the clashes came against the backdrop of raising the internationally recognized Syrian flag by the regime forces after they entered Kafr Shams town after the town was included within the “reconciliation”, also clashes took place in areas in the outskirts of Kafr Shams, between the regime forces and gunmen loyal to them against fighters of the factions, and they were accompanied by shelling by the regime forces on places in Tell Al-Mal in the north-western countryside of Daraa, without information about resulting in fall of human losses.
And the Syrian Observatory published yesterday, that it learned that the factions which are located in Daraa Al-Balad in Daraa city, are still demanding guarantees to complete the implementation of the agreement, and in the details obtained by the Syrian Observatory for Human Rights; the rebel and Islamic factions operating in Daraa Al-Bald and the remaining neighborhoods in Daraa city, demanded Russian serious guarantees towards those who will remain in these neighborhoods, which ensure that they are not exposed to any assaults by the regime forces or their security bodies, and ensure the opening of a corridor for those who refuse the agreement, towards the Syrian North, in return for handing over the heavy weapons to the regime forces, and the process of demanding these guarantees came after the regime had raised the internationally recognized flag of the regime in Daraa Al-Balad, after the entry to Daraa province and the entry of a number of regime’s members and officers to the neighborhoods of Daraa Al-Balad, and the Syrian Observatory also learned that the regime forces and the officials who entered Daraa Al-Balad, take part in raising the flag before the camera of the regime’s television, and immediately withdrew from Daraa al-Balad after they had raised the flag, and the sources confirmed to the SOHR that the factions have not handed over any of their heavy or medium weapons so far to the regime forces, where the weapons will remain in their possession until reaching a complete Russian guarantee about the abovementioned points.
The Syrian Observatory for Human Rights monitored yesterday a continued popular discontent in Tafas town; after a “reconciliation and settlement” agreement that took place between the regime forces and the Russians and between the factions working in the area where the resentment comes after raising the Internationally-recognized Syrian flag and filming it by television for a short period of time and then withdrawing under pressure from the town’s people, reliable sources confirmed that the filming was carried out with the protection of the factions that entered the “reconciliation and settlement” agreement, and the same sources reported that the people of Tafas town teared down the flag and pictures of Bashar al-Assad, the head of the Syrian regime, also the Syrian Observatory for Human Rights learned that the regime forces have added Inkhil city and the towns of Kafr Shams and al-Mzyrib in the western and northern countryside of Daraa, to their controlled areas after a “reconciliation” agreement with representatives of these areas, while several villages and towns in the countryside of Daraa are still having consultations for the entry of the regime to them, like other areas in the countryside of Daraa.
