As part of the continuous operations for the recruitment and reserve services, tens of young men are arrested in al-Tal city in Rif Dimashq

The arrests are still taking place on checkpoints the regime forces within its controlled areas or through raids and searches, where the Syrian Observatory for Human Rights monitored the political security forces of the regime forces raiding and arresting people in al-Tal city in Rif Dimashq, and in the details obtained by the Syrian Observatory for Human Rights, new lists of names of people wanted for the conscription and reserve services had arrived at the during the last week, where the Mukhtars were informed and after that the political security forces carried out raids and arrests in al-Tal City during the last 72 hours against about 35 young people, of who are wanted for conscription and reserve services, and about 20 of them were arrested on checkpoints around the city after inspections and checks, and the Syrian Observatory for Human Rights published on the 14th of January 2018 that the leadership of the 4th Division issued a resolution calling for the forces of the National Guard’s “Harmoon Regiment” west of Rif Dimashq, to cancel the membership applications of members of the regiment who passed their conscription service date and those who defected of the regime, where a list of 500 names of those wanted for mandatory and reserve service had arrived in the previous period, and the regime forces confirmed while circulating it that the above mentioned should directly join regime’s ranks, and the decision called them to go to the emergency center in Hina town in the west of Rif Dimashq, hand over their individual weapons and receive notification of their entry into the ranks of the regime forces within a period not exceeding 6 months, the resolution also called on all members of Harmoon Regiment to check with the mentioned center to settle their situation under new terms and conditions, these new decisions come within the framework of regime forces’ policy in the area, according to which the regime has been seeking for several months -in one way or another- to resolve the Harmoon Regiment, which was formed in the area during the displacement agreements and the settlement with Russian guarantees in early 2017, which includes people of the towns and villages of Jabal al-Sheikh.

The Syrian Observatory for Human Rights published yesterday that regime’s authorities have issued new lists contain about 1550 names of young people required for the reserve service, and in the details obtained by the Syrian Observatory: about 1200 names have arrived at the outpost of Moadamyeh al-Sham city west of Rif Dimashq, and the wanted people were notified and their names were distributed to the checkpoints, where most of the wanted people in the city were from those who returned from Lebanese territory recently after settlement with regime’s authorities, the mainstay of which was the 4th Division, where the intersected sources confirmed that one of the provisions of the “settlement” agreement in Moadamyeh al-Sham was not to take the wanted people, where the city has not seen forced recruitment or lists of names of people required for the reserve services since signing of the reconciliation and settlement agreement in the city, also the Syrian Observatory monitored the arrival of lists of about 350 wanted people for the cities and towns of Saqba, Hamouriyah, Kafr Batna, and Arbin during the past few days, the recruitment department visited these areas and informed the wanted people that they must join the service, and sent lists to the Mukhtars of these areas, all these lists which reached the citizens require them to hand over themselves during January to avoid “security and legal prosecution and detention,” and the Syrian Observatory for Human Rights also learned from intersected sources that the military intelligence branch of the regime forces carried out yesterday morning raids and arrests in the villages of Hamouriyah and Mesraba in the Eastern Ghouta, where the raids continued for four hours accompanied by a heavy security deployment and closure of subways by temporary checkpoints, after which 5 citizens of Hamouriyah town and 3 others of Mesraba town were arrested, where the military intelligence took them to an unknown destination without any information about the reasons for their arrest.

The Syrian Observatory for Human Rights published on the 6th of January 2019 that reliable sources confirmed to the Syrian Observatory for Human Rights that regime’s authorities issued lists of more than 15 thousand people wanted for reserve service in the provinces of Damascus and Rif Dimashq, the reliable sources confirmed to the Observatory that a circular had been issued for these lists, and that the people wanted for the reserve service are required to hand themselves within a maximum of 15 days after being notified, where the Syrian Observatory monitored the military police of the regime intensifying their patrols in the neighborhoods of Damascus city, searching for wanted people, along with intensive searching, where these patrols stop the passersby randomly to search them and to carry out security clearance and check their names with the list of the wanted people, and several intersected sources confirmed that daily arrests are taking place in the 2 provinces against at least 25 people from several of the neighborhoods of the city, while the Syrian Observatory monitored a few days ago that the recruitment departments in the towns of the south of Rif Dimashq; “Babbila, Yalda, and Beit Sahm”, have notified about 3500 young people on Thursday, the 3rd of January, that they need to hand themselves over within 48 hours of receiving the notification, and those who don’t will put themselves under security and legal prosecution,

The Syrian Observatory also monitored the arrival of lists of 4500 names for people wanted for the compulsory and reserve service in Douma city in the Eastern Ghouta, the Syrian Observatory also monitored the arrival of about 200 names of people wanted for compulsory and reserve services in al-Hama town west of Rif Dimashq, while the political security patrols of the regime forces in al-Tall city are running patrols searching for wanted people for the compulsory and reserve service, these lists and large numbers of wanted people come after the regime forces backed down from the amnesty decree against those wanted for the reserve service, while it is expected in the coming months that new lists will arrive to Damascus and Rif Dimashq, which may reach about 50000 wanted people, under the arbitrary policy of the regime forces within the areas that gotten out of their control earlier and returned to them under “reconciliations and settlements” with full Russian support.
