ISIS continues to search for the last way out and tries to demystify its future fate through ongoing negotiations after it has been confined by the SDF in an area of less than 4 square km
Deir Ezzor Province – The Syrian Observatory for Human Rights: the Syrian Observatory for Human Rights learned from reliable sources, that the International Coalition warplanes are continuing to fly over what remained for the “Islamic State” organization, in the eastern sector of Deir Ezzor, at the eastern banks of the Euphrates River, without carrying out any strikes against the remaining commanders and members of the organization who seek protection in buildings and positions and take the citizens who are present with them, as human shields, and the warplanes flight and the process of observing the organization and its movements in the area, are coincided with the decline of military operations within the area of the east of the Euphrates, against the organization, along with the continued negotiations between the US-backed Syria Democratic Forces on one hand, and the commanders and members of the “Islamic State” organization on the other, to reach a consensus about the fate of the enclave and the fate of the remaining military commanders and members of different nationalities, and the Syrian Observatory learned that the organization is trying to find a new way out for its members, amid rejection by the SDF and the Coalition to accept the proposals and suggestions presented by the organization to survive itself, where the Coalition is seeking to arrest the remaining ISIS members and commanders after hundreds of them surrendered and after arresting hundreds others of those who got out of the enclave.
This rejection comes after the arrival of 700 soldiers of the US Special Forces, in the east Euphrates area, on the 23rd and 24th of January 2019, where they arrived to arrest the first-ranks leaders of the “Islamic State” organization including Abu Bakr al-Baghdadi, the leader of the Organization -if he was alive-, where US Forces is transferring those who surrender to the US bases, amid uncertainty as to those who surrender themselves are still within the Syrian territory or being transferred to other regional areas to investigate them and obtain the largest amount of the most important information, and the SOHR published on the 24th of January 2019, that at least 250 trucks of the International Coalition, loaded with weapons, ammunition and logistic equipment, have entered the Syrian territory today, Thursday, where they were distributed to the International Coalition’s bases in Ayn Al-Arab (Kobani), Ayn Al-Arab’s airport, Ayn Issa, Al-Raqqah, Tal Tamr and others in the provinces of Aleppo, Al-Raqqah and Al-Hasakah, in the same context, reliable sources informed the Syrian Observatory for Human Rights, that hundreds of members of the US forces have entered the Syrian territory.
The Syrian Observatory also published yesterday, Wednesday the 30th of January 2019, that since the 1st of December 2018, the operations of getting out of the enclave of “Islamic State” organization, at the eastern banks of the Euphrates River, have escalated, where the enclave is shrinking more and more until the organization became trapped by the Syria Democratic Forces and the International Coalition in an area of less than 4 km in the area adjacent the eastern bank of the Euphrates River, in the eastern countryside of Deir Ezzor, and the getting out operations escalated until the number of those who managed to leave the enclave has reached 36000 people of different nationalities (Syrian, Arab, Asian and western nationalities), the Syrian Observatory for Human Rights has documented 23200 persons of the Iraqi nationality within more than 6000 families, all are Iraqi, who have got out of ISIS enclave, and all of them have been taken from the areas they reached, to camps in Al-Hool area in the southern countryside of Al-Hasakah, within a total number of 36250 persons whose exit has been documented by the Syrian Observatory since the 1st of December 2018 until today, the 30th of January 2019, of different nationalities of Syria, Iraq Russia, Somalia, Philippine and other Asian nationalities, and more than 34200 of them have gotten out after the decision of the American president Trump to withdraw from Syria on the 19th of December 2018, including about 3370 members of the organization of those who infiltrated within the displaced people, and they were arrested after the residents recognized them and reported the security services about their infiltration, and the other group surrendered themselves after they managed to get out of ISIS last enclave, the Syrian Observatory also published yesterday, Wednesday the 30th of January 2019, that many Syrian families are still present within the last of what remained for the “Islamic State” Organization on the east bank of Euphrates River, and reliable sources told the Syrian Observatory that several families cannot find a way out because they have lost their personal identity cards and everything that proves their identity and personality; as a result of the bombing by the International Coalition on the “Islamic State” organization’s-controlled areas, where the residents appealed through the Syrian Observatory to find a solution to get them out, after the residents talked about refusing to transfer those who do not carry IDs to the camps in the southern countryside of al-Hasakah, and the same sources confirmed to the Syrian Observatory that some families lost several of their relatives, and lost with them every proof of their identity, and some of those who have proof with their relatives outside the enclave; cannot find a printer to print these papers and submit them to the authorities responsible for transferring and getting the remaining people out of the Organization’s enclave, while preparations are underway for getting out new batches in the coming hours and days, within the continuous process by the Syria Democratic Forces and the International Coalition to control the entire of what remains for the Organization and end its presence in east of Euphrates River, while the Syrian Observatory for Human Rights published about 10 days ago that the Syrian Observatory for Human Rights received earlier private audio recordings sent by families of Syrian citizens who are still in the “Islamic State” enclave within al-Baghuz town and the nearby areas, the citizens confirmed to the Syrian Observatory for Human Rights that several children and residents in the enclave are still under the rubble of buildings destroyed by the International Coalition through the airstrikes that targeted al-Baghuz town, and it is not known whether everyone has died so far or not, where the residents have confirmed that the evacuation of those stranded and dead from under the rubble of destruction is very difficult, because the reconnaissance drones warplanes and International Coalition warplanes are flying in the sky, and they target aby movement they monitor in al-Baghuz Foqani, and through Syrian Observatory for Human Rights; the people called on the Syria Democratic Forces to reach a humanitarian truce, under which a safe passage will be opened for the remaining civilians and those who wish to leave the remaining enclave of the Organization, after the death and killing of hundreds and after the exit of thousands out of the ISIS enclave since the US decision to withdraw from the Syrian territory.
