The Syrian Observatory For Human Rights

As establishing international courts and returning them to their countries were refused, the foreign families, children, and members of ISIS in front of an unknown fate and ambiguity surrounds their future

As countries of the west continue to ignore solving a problem that started from their countries and ended on the Syrian territory; a mysterious fate surrounds the future, where the Syrian Observatory for Human Rights monitored since early December 2019 the exit of more than 51750 people of different nationalities like Syrian, Iraqi, Russian, Somali, Filipino, and other Asian and western nationalities, including more than 49750 people who have gotten out of ISIS enclave since the US President Trump’s decision to withdraw from Syria on the 19th of December 2018, including abou 5392 members of the “Islamic State” Organization mostly of the Iraqi nationality, and as all these people have gotten out; SDF and their intelligence have arrested more than 8000 ISIS member and leaders of Syrian, Arab, regional, Moroccan, Asian and western nationalities, and as European, Western and Asian countries and most of the countries -from which some of these ISIS fighters came- prevent the return of these fighters to their countries, this raised questions to the Syrian Observatory for Human Rights, and in turn, the SOHR asks the international community and the countries of the European Union that question, and was it when the Syria Democratic Forces handed over French fighters to the Iraqi government, was it at the request of the French authorities? Also, there is a refusal to establish international courts at the east Euphrates area within the Syria Democratic Forces’ controlled areas, but at the same time handing them over to the Iraqi government did not receive any denunciation or objection, is this compatible with international law to transfer members arrested in Syria and commit their crimes over it to the Iraqi territory to have trials there?! And at the same time, will the Syria Democratic Forces and the democratic self-administration be able to bear the burden of tens of thousands of members, their children, and their families, who will be a ticking bomb? And will the fate of the foreigners will be the execution and are there other solutions that can be reached with their countries?! What will be the fate of the children of the foreign members of the “Islamic State” Organization?!

Reliable sources told the Syrian Observatory that the refusal of their countries to take them or receive them puts the case in a closed box, where the Syria Democratic Forces has no ability to issue execution rules or lengthy sentences, at a time where there is no enough prisons equipped to serve the penalties, also the instability of the area makes the situation even worse, due to the Turkish threats of a military operation east of Euphrates, and The Syrian Observatory for Human Rights published on the 18th of January 2019 that the Syrian Observatory obtained information from private reliable sources; about negotiations between the Syria Democratic Forces and the International Coalition on the trial of members and leaders of the “Islamic State” Organization and in the details obtained by the Syrian Observatory: negotiations are taking place at a high level between the leadership of the SDF and the leadership of the International Coalition, about a request by the leadership of SDF to trial members and leaders of the “Islamic State” Organization of Syrian, Arab, and foreign nationalities in the East Euphrates area, reliable sources told the Syrian Observatory that the proposal -which is insisted on by the Syria Democratic Forces- was attached with details concerning the request to form judicial committees from the countries that these fighters and leaders have their nationalities, and moving these committees to the northeast of Syria to hold trial hearings against fighters of these countries, and judging them and jailing them after enforcing judicial decisions by these international  commissions, which are monitored.

The sources added to the Syrian Observatory that Syria Democratic Forces insist on this demand, because these members and leaders committed the majority of their crimes, killings, and execution within the east of Euphrates area, and must be prosecuted in the areas where they committed their crimes, so that the justice takes place on this land which within it thousands of unidentified bodies and mass graves, in which the victims were buried in haste.

Earlier, the Syrian Observatory for Human Rights calls on the International Coalition, the Syria Democratic Forces who have prisoners and detainees of the security and members of the “Islamic State” organization, to investigate them about the crimes committed against thousands the detainees, both civilians and non-civilians, and to investigate their burial sites and the graves where the bodies were hidden, to find them and uncover the fate of hundreds of missing people in jails of the organization that committed the crimes in an individual and mass manners, and in different ways varied between the slaughter, firing bullets, booby trapping, burning, and other new methods by this Organization, which exploited all kind of people to serve its goals.
