After reaching final formula | Terms of the new agreement in Daraa al-Balad start to be implemented under Russian supervision

Syrian Observatory activists have reported the start of implementing the terms of the final formula of the new agreement reached yesterday evening between the negotiating committees in Daraa and the Russian delegation. A Russian delegation has been positioned in front of Belal mosque in Daraa al-Balad since morning, supervising the implementation of the agreement’s terms, as the handing over of weapons and striking new reconciliation deals started, amid anticipation for implementing the rest terms.

 

A few hours ago, SOHR activists monitored tense calm prevailing throughout Daraa province, as the deadline of the temporary ceasefire, started yesterday evening until today 10:00 am, passed. Meanwhile, the terms of the new agreement were expected to be implemented in the following hours. The new agreement stipulated for the following:

 

  • Lifting of the siege imposed on Daraa al-Balad.

 

  • Deployment of ten security checkpoints and posts following the entry of regime forces to the region, under Russian military police’ supervision.

 

  • Evacuation of individuals refusing the new reconciliation to north Syria.

 

  • Striking reconciliation deals with suspects and military deserters.

 

  • Handing over of weapons.

 

It is worth noting that Daraa al-Balad was besieged for 75 days, since late June 2021.

 

Yesterday, SOHR activists reported that the agreement reached between the Negotiation Committees in Daraa and the Russian delegation would be implemented on the following day, as the agreement stipulated for the following terms:

 

  • Lifting of the siege imposed on Daraa al-Balad.

 

  • Handing over of weapons.

 

  • Deployment of ten security checkpoints and posts following the entry of regime forces to the region, under Russian military police’ supervision.

 

  • Evacuation of individuals refusing the new reconciliation to north Syria.

 

  • Striking reconciliation deals with suspects and military deserters.

 

SOHR activists had reported that the Negotiating Committee in Daraa informed the Russians that it accepted all Russia’s previous demands, including the handing over of all individual weapons, inspection in the houses of Daraa al-Balad, deployment of several posts and checkpoints, and evacuation of gunmen and civilians rejecting these demands to north Syria.

 

The agreement also stipulated for the withdrawal of military reinforcements from the surrounding areas of Daraa city

 

Observatory sources reported the preparations were underway to evacuate hundreds of gunmen and civilians refusing the new settlement and reconciliation deals to north Syria region in the following hours.

 

It is worth noting that the busses that were prepared in recent hours for evacuating these people were waiting in Daraa province.

 

On the other hand, SOHR activists confirmed that the number of people who were killed since the beginning of the siege on Daraa al-Balad rose to 69. The breakdown of fatalities was as follows:

 

  • 23 civilians, including six children and four women

 

  • 26 regime soldiers

 

  • 20 local gunmen.
