Ongoing implementation of Daraa agreement | Daraa al-Balad displaced civilians return homes, while 8th Liwaa run inspections inside Daraa camp

Daraa province: SOHR activists have reported the removal of al-Saraya checkpoint which is the only passage to Daraa al-Balad and connects it with Daraa al-Mahatta, the center of Daraa city.

This development comes after a military troops of the Russian-backed 8th Liwaa of the 5th Crops has entered al-Sad road neighborhood within Daraa al-Balad, through al-Saraya crossing and run several inspection operations inside Daraa camp, as part of implement of the new Daraa agreement under the Russian supervision between regime security committees and the Daraa committees and Daraa dignitaries.

It is worth noting that hundreds of former fighters struck reconciliation deals and handed over their weapons, while security checkpoints were deployed inside the city.

On the other hand, SOHR activists have monitored the return of several families who were at the shelter centers in Daraa al-Mehta back to their homes in Daraa al-Balad.

Earlier today, SOHR sources reported that regime forces accomplished five military posts out of nine agreed to be established in the neighborhoods of Daraa al-Balad, where regime troops and members of the Russian military police were supposed to be stationed.

This development coincided with the ongoing process of striking new reconciliations, as nearly 940 people, including local gunmen, civilians and military deserters had their security situations settled. It was supposed that the same agreement would tackled the file of Tariq al-Sadd and Daraa camp, just after the implementation of the agreement’s terms in Daraa al-Balad, especially since the local gunmen in that region refused to implement any of the agreement’s terms. Meanwhile, Russian and regime forces threatened to launch a military operation, if the local gunmen do not bow to their demands.

A few hours earlier, SOHR sources monitored the start of entry of military groups of regime forces and security services to the neighborhoods of Daraa al-Balad as a part of the implementation of the terms of the recent agreement reached on Sunday evening, September 5. According to the agreement, regime forces and Russian military police would successively establish ten military posts, start inspection in the region’s houses and check the residents’ IDs.

SOHR sources monitored earlier this morning tense calm prevailing in Daraa al-Balad, as the striking of new reconciliations continued for the third day since the start of the implementation of the latest agreement reached in Daraa city. According to SOHR sources, more gunmen, civilians and young men passed their date of joining the mandatory and reserve military service to regime’s army struck new reconciliation deals, amid reports of granting military deserts and regime army defectors a time limit of three months to join the regime army.

It was expected that the implementation of other terms of the agreement, including the establishment of military posts of regime forces and Russian military police and inspection of the region’s houses, would start soon.

Yesterday, SOHR activists reported that nearly 100 persons struck new reconciliations in Daraa al-Balad in Daraa city since early morning as a part of the implementation of the terms of the recently agreement. Such move coincided with cautious calm prevailing in the region. Meanwhile, SOHR sources reported that rest of the deal’s terms would be applied on the following day, especially the establishment of military points in the region.

On Monday, SOHR activists reported that the striking of new reconciliations and handing over of weapons under the latest agreement would be resumed on the following day in the center of Al-Arbieen neighbourhood in Daraa al-Balad.

According to SOHR sources, hundreds of Dara al-Balad residents, including members of Daraa committee, local gunmen, suspects, regime army defectors and military deserters, struck settlement deals, along with handing over tens of light, medium and heavy weapons.

SOHR sources had reported that the implementation of the recent agreement reached yesterday between the negotiating committees in Daraa and the Russian delegation was proceeding, as the number of people who struck new reconciliation deals and handed over their weapons reached 60 so far. According the agreement, every person kept weapons in his possession after the end of time specified for striking new reconciliations would be prosecuted. The agreement also included the following terms:

• Establishing nearly ten security checkpoints and posts in Daraa al-Balad, under Russian military police’s supervision, where the Russian flag and internationally recognized Syrian flag will be raised on these posts.

• Settling security situation of suspects and people who passed their date of joining the mandatory and reserve military service to regime’s army.

• Evacuation of everyone refusing these terms to north Syria.

• Implementation of the same terms in Daraa camp and Tariq al-Sadd after the implementation of the agreement is accomplished in Daraa al-Balad.
