Russian-Ukraine war | Confidential document, obtained by SOHR, confirming 25th Division participation in special task alongside Russia
The document confirms that the salaries of fighters were disbursed by the regime forces from the army’s allotments, owing to the unavailability of foreign exchange and the budget required for the payment of salaries for the months of November and December 2022.
The Syrian Observatory for Human Rights (SOHR) have obtained a “top secret” document, confirming the participation of the 25th Special Task Force, in a mission outside the Russian Federation.
The document proves that the Russian-Syrian Joint Operations Room directed the command of the 25 Division to pay these salaries from the allocations of the Syrian army and the armed forces.
The document reads:

We attached a copy of the letter dated 15-12-2022 from the Director of the Financial Department, General, responding to letter No. 614, concerning the number of salaries of the officers and soldiers of the 25th Division assigned to participate in the mission in the Federal Republic of the Russian Federation, and an indication of the unavailability of foreign currency and the budget necessary for the payment of salaries for the months of November and December and the salaries would be charged to the budget for the year 2023.
The Division’s leadership paid salaries in the country to all eligible fighters in accordance with the monthly salary regulations originally sent to the Corps’ leadership.
We will attach the tables of the names and salaries for the months.
I ask you to be brief in order to expedite the disbursement of the salaries of the combatants, as the Joint Russian-Syrian Central Operations Room ordered the command of the 25th Division to pay the salaried exclusively from the allocations of the army and the armed forces.
The number of Syrians recruited by Russia in its war against Ukraine, and taken there is nearly 2000 Syrians.
