  • March 1: A collaborator with a checkpoint of the “Fourth Division” was killed and another was injured while collecting “truffle,” due to quarrel and verbal dispute with a group of regime soldiers, where the soldiers directly shot them at the checkpoint of “Bani Alawi Al-Fares” petrol station in Al-Sukhnah in Homs countryside. The injured man was taken to Palmyra hospital for treatment.

  • March 7: A commander of an armed military group, which was close to the military intelligence service, was killed by a person over unknown dispute near Al-Omran roundabout in Al-Suwaidaa city. Infightings in Al-Hasakah and Al-Suwaidaa

Regime-controlled areas experienced five family infightings in March: four in Al-Hasakah province and one in Al-Suwaidaa, which left casualties. Further details can be summarised as follows:

  • March 1: Three civilians were injured due to family infighting in Jermiz village in east south of Al-Qamishly city within regime-held areas in Al-Hasakah countryside. According to SOHR sources, the dispute began when a person cut off the water of a sewage of his neighbour to irrigate his land, where the dispute led to using weapons.

  • March 2: A dispute between two families in Al-Ghariyah town in Salkhad area in Al-Suwaidaa countryside. The dispute, which erupted for unknown reasons, evolved to clashes with arms and bladed weapons, which led to the death of a man and injury of his brother seriously.

  • March 4: A civilian was killed and another was injured in heavy armed clashes erupted because of an old revenge among relatives from Khuwailed and Al-Bouab villages within regime-held areas in the eastern countryside of Al-Hasakah.

  • March 27: A family infighting with light weapons was erupted between “Al-Bughram” and “Al-Bukrit” tribes due to an old vendetta in Hamo village in Al-Qamishly countryside within regime-held area. Only material damages were reported.

  • March 27: A person was injured due to the eruption of clashes between “Abo Gharam” and “Al-Bokrait” tribes due to an old vendetta between them, in Hamo village within regime-held areas in eastern Al-Qameshly countryside.

Moreover, an explosion was documented in Al-Suwaidaa city on March 9 when a grenade was thrown on the air-force intelligence branch nearby Al-Anqoud roundabout at the northern entrance of the city. The explosion was followed by gunfire. A group headed by Sheikh “Bahaa Jamal” claimed responsibility for the attack, threatening to attack the police chief and the security committee in Al-Suwaidaa province with missiles in the case that they established security checkpoints on the outskirts of the city.

Explosion in Hama and attack in Homs

On March 17, an explosion rocked the regime-controlled town of Al-Suqaylabiyah in the western countryside of Hama, which left several people injured and they were taken to the hospital, amid a state of panic among residents. Sources suggested that the explosion was caused by the explosion of ammunitions near the town, but it is not known if the explosion was accidental or intentional.

On the same day, unidentified gunmen opened machinegun fire on the military intelligence station in Talbiseh city, near Homs-Hama highway, in the northern countryside of Homs. The attack left a guard of the military intelligence station injured, while the attackers ran away towards Al-Rastan city. According to SOHR sources, members of the military intelligence station and the nearby state security station were put on high alert in the site of the attack.

Tension in Rif Dimashq

On March 6, armed groups attacked a regime military patrol escorting a vehicle carrying prisoners on the road between Al-Zibdany and Midaya cities in northern Rif Dimashq, to release one of the prisoners from the vehicle, where he was working with a local group before being arrested.

According to reliable SOHR sources, several prisoners managed to flee during the attack, where members of the Military Intelligence Department responded by bringing military reinforcements to Al-Zibdany and Midaya cities, amid closure of all roads, entrances and exits of the area to search for fleeing prisoners.

Moreover, members of the Military Intelligence stormed houses of those fleeing in Midaya town and arrested five members of their families, stormed several houses in the town and violated the sanctity of the houses, and they were taken to security centres in Damascus.

The clashes resulted in the death of one of the attackers and a regime soldier.

While on March 9, clashes erupted between members of the “Military Intelligence” branch and a group of unidentified gunmen in Madaya plain area in Rif Dimashq near the house of one of the members who were accused of “setting free prisoners two days ago.” The “military Intelligence” branch broke into the suspect’s house to arrest him, amid information on causalities.

Also, on March 21, SOHR activists monitored heavy deployment of members of the military intelligence and state security services in the neighbourhoods of Al-Zabadani city in Rif Dimashq following the distribution of paper fliers with slogans written on them commemorating the 12th anniversary of the Syrian Revolution. Some fliers were stuck on walls near the building of the region’s directorate. Some of those fliers read “the revolution is an idea, and ideas cannot die.” “Al-Assad must be overthrown.”

Dreadful humanitarian and living conditions push more Syrians to immigrate

The regime government has recently added onion to the list of items which residents can obtain at state-subsidies prices via smart cards at the halls of the “Syrian trade institution.” This coincides with the acute lack of onion on markets in regime-controlled areas and the failure of regime authorities to secure it or control its skyrocketing price. Onion is sold at the halls of the “Syrian trade institution” for 6,000 SYP, while it is sold on markets for 10,000 to 12,000 SYP.

This decision has triggered a state of criticism and discontent among civilians in regime-controlled areas, considering the decision as “humiliating,” as onion supposed to be readily available in Syria and a basic item used daily by Syrians.

Others expressed their discontent at the decision which coincided with the catastrophe of the devastating earthquake, which left thousands of Syrians dead, especially with the arrival of large amounts of humanitarian assistance from Arab and foreign countries.

Tens of pictures and video footages were circulated on social media, showing long queues of civilians in front of the halls of the “Syrian trade institution” to get their onion allowances via smart cards, where every civilian can take only one kilogram a week.

Some civilians post pictures on social media, which showed the low quality of onion sold via smart cards, confirming that that onion is inedible. People also stressed that they are forced to buy this onion, as greedy merchants stockpile onion and sell it at a double price.

On the other hand, the deteriorating living and security conditions in regime-controlled areas, especially in Al-Suwaidaa province, have forced tens of the residents to immigrate, where Al-Suwaidaa experienced mass immigration of Syrians to Lebanon with the aim of reaching South America and then to Europe.

According to SOHR sources, nearly 90 Syrian people travelled by buses to Lebanon in March to take a plane to Guyana in South America. After having reached Lebanon, their flight to Guyana postponed for a day, before the flight was postponed for another day because of procedures in Beirut airport. SOHR sources reported that some of the immigrants found themselves obligated to sell their properties, including houses, farmlands and cars, in order to secure money required for their trip which cost 5,000 to 6,000 USD a person.

On March 20, SOHR sources reported that members of the Russian military police stole diesel from T4 airbase in the eastern countryside of Homs and offered it on black markets in north Homs countryside.

Reliable SOHR sources confirmed that the Russian forces steal diesel twice a day, where they take 1,000 up to 1,500 liter in every time and sell them to merchants in northern Homs at double the price which is set by the regime government.

The transportation of diesel take place in coordination between members of the Russian military police and a man known as “Jaafar Jaafar” who is backed by the Lebanese Hezbollah and close to regime intelligence service.

Noticeable escalation of ISIS operations in Syrian desert

ISIS escalated its operations in the Syrian desert in March, carrying out 20 attacks which left 45 regime soldiers and proxy militiamen, including three Iranian-backed militiamen, dead, while ISIS lost seven members in clashes and security campaigns. In addition, 27 civilians were killed in the same period in ISIS attacks in the Syrian desert.

Here is a regional distribution of those attacks:

-Deir Ezzor desert: Six operations left 21 combatants and four ISIS members dead.

-Homs desert: Seven operations left 16 fatalities:

  • 11 combatants, including three Iranian-backed militiamen.

  • Four civilians.

  • One ISIS member.

-Hama desert: Five operations left 33 fatalities: 12 combatants, 19 civilians and two ISIS members.

-Al-Raqqah desert: One operation left two fatalities: a combatant and a civilian.

-Aleppo desert: One operation left three civilians dead.

In this context, a large group comprising members of the National Defence Forces, Liwaa Al-Quds, Al-Qaterji militia and the 17th Division headed on March 9 to Al-Bishri desert in the south-east of Al-Raqqah with the aim of launching a large-scale campaign against ISIS cells in that region.

While on March 22, SOHR sources reported that reinforcement of the Lebanese “Hezbollah” was brought in to Palmyra city from Homs. The reinforcement included tanks, personnel carriers and four-wheel-drive vehicles.

According to SOHR sources, regime reinforcement was sent to that region for launching a large-scale combing operation in the Syrian desert, starting from Palmyra, searching for ISIS cells. However, the reason behind sending reinforcement of the Lebanese Hezbollah remain unknown.

Ongoing Israeli and US strikes

As Israel and unidentified aircraft continue to violate Syria’s sovereignty, SOHR documented seven attacks in March: six by Israel and one by US aircraft, that left 34 people dead, many others injured and heavy material losses. Here are further details of these attacks:

  • March 24: US fighter jets executed two rounds of airstrikes, targeting weapons and ammunitions warehouses in the “grain centre” and “rural development centre” opposite the “Officers Residences” in Harabesh neighbourhood in Deir Ezzor city and other positions in Al-Bokamal desert and on the southern outskirts of Al-Mayadeen city, killing 19 combatants: 11 Iranian-backed Syrian militiamen, five Iranian-backed non-Syrian militiamen and three regime soldiers.

  • March 2: A regime military position to the north of Burj Al-Zira’a in “Bier Ajam” village near the Israeli–Syrian ceasefire line in the liberated part of the Syrian Golan came under attack with two shells fired by Israel tanks, but no causalities were reported.

  • March 7: Israel targeted the runway and perimeter of Aleppo international airport with two rounds of missiles fired from the sea. Regime air-defences managed to intercept eight Israeli missiles, while three reached their targets: the main runway and perimeter: putting the airport out of service. The attack also killed three people: one Syrian officer and two unidentified persons.

  • March 12: Israeli fighter jets struck an ammunitions warehouse affiliated to Iranian-backed militias in the western countryside of Masyaf and a position of regime air-defence forces between Hama and Tartys, killing three combatants: a captain who was killed in the air-defence forces’ position and two unidentified persons who were killed in the warehouse. The attack also left two persons injured and destroyed the warehouse.

  • March 22: Israel targeted Aleppo international airport with six missiles, where five missiles hit their targets in the vicinity of the airport and a warehouse containing Iranian-made weapons. SOHR activists reported hearing loud explosions, while the airport was put out of service. The attack left four Iranian-backed militiamen, including two non-Syrians, dead.

  • March 30: Five IRGC officers, including a senior officer, were killed in Israeli strikes on a building near Al-Motahalik Al-Janobi (the Southern Bypass) nearby Damascus following the arrival of Iranian-backed militiamen to that region. The attack also left a regime soldier injured and caused material losses.

  • March 31: Israeli missile hit positions of regime forces and Iranian-backed militias in the area between Qatna and Jadidat Artouz in the south-west of the capital, Damascus. Meanwhile, SOHR activists reported hearing successive explosions in the area, as the missiles hit a weapons and ammunitions warehouse. Regime air defences managed to intercept at least one Israeli missile. However, no casualties were reported.

The Syrian Observatory for Human Rights (SOHR) has been all along warning against the repercussions of the crippling chronic crises and security chaos in regime-controlled areas and elsewhere in Syria, with only the Syrian regime to blame for the disastrous situation Syria is in right now. We, at the Syrian Observatory, call upon all international actors not to abandon their responsibility and obligations towards the people of Syria and urge them to find a lasting solution to the tragedy of millions of Syrians and bring Al-Assad, his affiliates and all those responsible for violations and those who aided and abetted the killing of Syrian people to justice.
