After “al- Khayr State”, “Islamic State” prevents travelling outside “al- Raqqa State” without prior permission

Al- Raqqa Province:

SOHR activists in the city of al- Raqqa had been informed that “Islamic State” issued a decision prohibiting Muslims to travel to outside “Islamic State land” without a permission of “al- Hesbah (the Islamic police”. The decision came coinciding with the decision that issued by “Islamic State” in “al- Khayr State” which also prevent citizens from departing “al- Khayr State” without the approval of “the Wali (the governor).”

It is noted that SOHR published about 2 weeks ago that dozens of families have started to displaces from the city of al- Raqqa after information about preparation for attacking the city of al- Raqqa, the sources confirmed that most of families moved towards the western countryside of al- Raqqa and IS-held areas in the northeastern countryside of Aleppo. Reliable sources also informed SOHR that IS demanded from the boys, who are over the age of 14, to go and make review it “the police and recruitment centers taking with them their identities. The sources said, it is most probably that IS have done this for “recruiting those boys in the future”, where this procedure make a lot of young men to leave the city that led to make IS militants stop, check and ask them about their destination. The same sources confirmed that IS members of al- Tabaqa checkpoint get those who confessed that they want to travel outside “the Islamist State lands” back, while they check and investigate those who want to go to the northeastern countryside of Aleppo.
