“Islamic State” allows to reopen the internet cafes after being closed for 2 months

Local resources informed SOHR that “Islamic State” allowed to reopen WIFIs and internet cafes in the township of al- Tebni and nearby villages in Shamiyya area in the west of Deir Ezzor after being closed 2 months ago.

 

In late August, SOHR published that IS informed the owners of internet cafes in the villages and towns of al- Bsira, Abriha, al- Sabha, al- Dahla and Jdid Bakara in the eastern countryside of Deir Ezzor that they have to remove the external Wi-Fi that supply the houses and shops around the cafes with internet and to keep the internet only inside the cafes. It also published yesterday that IS has given its orders to the owners of internet cafes to open their cafes in the city of al- Mayadin located in the east of Deir Ezzor after 4 days of issuing resolution about closing all the internet cafes that are near its headquarters while it obliged the owners of cafes that are far from its headquarters to remove external Wi-Fi and to keep Wi-Fi within the cafes. Meanwhile, it obliged the owners of the internet cafes in the towns of Ayyash, al- Kharita and al- Shmetiyyah to remove Wi-Fi that supply the houses around these cafes, and that the owners of them must adhere to keep the internet inside the cafes.

 

In August 6, SOHR received a copy of a circular published by IS in the internet cafes in the Syrian part of “al- Forat State”, “it is prohibited to install Wi-Fi out of cafes for anyone even for IS soldiers.

 

  • Providing internet has been only inside the internet cafes.
  • It is needed to register the name of each subscriber; the registration must be by identity cards.
  • Providing a place for women inside the café, and the entrance must be completely separated.
  • It is prohibited to sell internet devises unless getting formal permission from the security bureau.
  • Everyone violates these conditions must bear all responsibility.

 

 

SOHR activists in the eastern countryside of Deir Ezzor knew that IS closed the internet cafes in al- Bokamal area and its countryside in the Syrian part of “al- Forat State” that also includes the Iraqi city of al- Qaem, where IS has encouraged the owners of these cafes to issue a license to open them. SOHR published yesterday that “Islamic state” circulated on the Internet cafe owners in the Syrian section of “the state of the Euphrates” which is the city of al-Bokamal and other near towns, villages and cities that they should remove Wi-Fi devices which distributes Internet networks to the houses neighboring to the internet cafés , and that the owners of the internet cafés must remove them and only allow the Internet inside the café only, and that “any violation cause punishment”, also several sources confirmed to the activists of the Observatory that the organization circulated this decision on the Internet cafes in the towns of al-Salhiyyeh, al-Mojawdeh and al-Jala’a and the city of Hjyn and its villages after circulating on the cafes in the city of al-Bokamal.
