ISIS release 4 statements to its subjects in ‘Wilayat al-Raqqah’
The Islamic State of Iraq and al-Sham released last night 4 statements that decree new laws to be implemented on the Syrian citizens in the areas under its control in Raqqah province. The summary of the decrees:
- 1- Restricting the movement of women and imposing a dress code on them.
- 2- Banning music and pictures in shops
- 3- Banning… the selling of cigarettes and shisha
- 4- Law demanding that men must attend all prayers in the mosque.
- Statement 1 “The imposition of niqab”
- “Any sister who is on the street must fully comply with islamic morality. she is to:
- -Wear the full islamic hijab, comprised of (Abaya + hijab + niqab + gloves)
- -Not to talk loudly in the street.
- – Not to walk without a male guardian and not to walk in the street late at night.
- Any sister who does not comply with this moral code will be punished by the rules of shari’a, her male guardian will also be punished. This law will take effect in three days.”
- Statement 2:
- “It is illegal to sell music CDs or musical instruments, or to play scandalous music in cars or shops or any place. We also demand that all shops take down all pictures or signs with images of men or women on them. All those who disobey will be liable to punishment under shari’a law.”
- Statement 3:
- “It is completely prohibited to sell cigaretees and shish at any location after 3 days of issuing this decree. Whoever insists on selling these products will have the quantity in his possession burnt and will be punished under shari’a law”
- Statement 4:
- “All shop owners must close their businesses 10 minutes prior to all calls to prayer. All men on the streets at the time of the call are to head to the mosque and fulfil god’s commandment rather than sitting in the street and talking while muslims are in their mosques.
- whoever is found outside at the time of prayer, or any shop found open, the person responsible will be punished by shari’a law. This law will take effect in three days.”
