Riad Hijab followed and blessed the displacement and demographic change agreement in Madaya, Zabadani, al-Fu’ah and Kafriya, United Nations give up supervising the implementation of the agreement

The Syrian Observatory for Human Rights Received information from reliable sources about the agreement of the displacement and evacuation operation planned in the 4th of April 2017, and in the details obtained by the observatory; the negotiation opposition delegations in the Swiss capital Geneva have objected the displacement and demographic change operation, which is planned to take place in Madaya, Zabadani, Al-Fu’ah, Kafriya and south of the capital Damascus with a Qatari-support, that is when the Qatari delegate responded to delegations stating that the President of the Supreme Commission for negotiations Riad Hijab was present at the adoption of the agreement and that he personally followed the agreement and blessed the operation.

The sources said to the Syrian Observatory for Human Rights that the United Nations withdrew from supervising the agreement of ((Zabadani – Madaya – Kefraya – Al-Fu’ah – south of Damascus)) due to the pressures that came from this agreement being in contradiction with the international legitimacy of human rights, which pushed the United Nations to not oversee the implementation of the agreement, and to take a decision not to participate in this operation is scheduled to start in the next few days.

In the same context, the Syrian Observatory for Human Rights was able to observe the rejection of Al-Fu’ah and Kafriya towns’ residents, which are inhabited by Shiite citizens in the northeastern countryside of Idlib, while the Observatory received information from reliable parties and sources who confirmed that the Lebanese Hezbollah put pressure on those who refused the agreement of the residents of both Al-Fu’ah and Kafriya towns, and forced them to accept the agreement which leads to the exit of all civilians and gunmen loyal to the regime of both towns towards areas controlled by the regime forces in other provinces, also the Lebanese Hezbollah prevented them from issuing any statement opposes the evacuation of both towns.

Similar pressures were practiced by the Islamic movement of Ahrar al-Sham and Hayyaat Tahrir al-Sham on the inhabitants of Madaya city which is besieged by the regime and the Lebanese Hezbollah, where several reliable sources confirmed to the Syrian Observatory that Ahrar al-Sham and Hayyaat Tahrir al-Sham have prevented the residents -whose majority reject the displacement agreement and the demographic change- from issuing a statement about their rejection of the agreement.

And the Syrian Observatory for Human Rights also published 72 hours ago that the agreement about Zabadani and Madaya in the Rif Dimashq, Kafriya and Al-Fu’ah in the northeastern countryside of Idlib and Yarmouk camp south of the capital Damascus states:

“Complete evacuation for Kafriya and Al-Fu’ah in duration of 60 days in two phases in exchange for:

  • Evacuating Zabadani and the families of Zabadani and Madaya and in the surrounding areas to the north.
  • Cease-fire in the areas around al-Fu’ah and the area of south of the capital (Yalda, Babila and Beit Sahem).
  • A truce for a period of 9 months in the areas mentioned above.
  • Entering non-stop humanitarian aid to the mentioned areas, in addition to aid to al-Wa’er neighborhood in Homs.
  • Evacuating 1500 captives from the prisons of the regime of those who were detained due to events related to the revolution (in the second phase of the agreement) without specifying the names (because of the difficulty of negotiating the file with the regime) .
  • Providing mutual lists by both parties for the numbers and names of the prisoners to work on the exchange.
  • Evacuating Yarmouk camp (fighters to al-Nusra in the area).

Also there is an item that is not related to the Syrian matter.”
