Agreement of the Eastern Qalamoun in Rif Dimashq awaits the demarcation of the borders between the factions and the Russians and the entry of aid and release of prisoners

The SOHR learned from reliable sources that an agreement was reached between the factions operating in the Eastern Qalamoun, represented by six factions, which are (Al-Sanadid Battalion representing al-Rahman Corps, Jaysh Usud al-Sharqiyyah, Ahmad Al-Abdu Forces, Ahrar al-Sham, Jaysh al-Islam, Shuhada’a Al-Qaryatayn Brigade) and the Russian side, and the regime forces refused to sign the agreement, which provides for the entry to the towns of Eastern Qalamoun, and in the agreement signed between both parties, the parties agreed to abide by the ceasefire and to join the agreement of cessation of hostilities and they also are committed to welcome the establishment of a ceasefire zone, which includes the areas of (Al-Dumayr, Al-Rahiba, Jayrud, al-Mansoura, Al-Nasriyah, Petra Mountain, and al-Maghar Mountain in Al-Rahiba). The agreement also stipulated that both parties are committed to stop hostilities acts against each other, and to draw the demarcation line between both parties since the implementation of the agreement of cessation of hostilities signed between them, without any change after being drawn during the period of cessation of hostilities and commitment to the agreement, and that the Russian side must facilitate the operations of the factions to fight ISIS, and to be fully abided by the agreement, and stop all hostile acts of attacks, targeting, shelling, etc., and prepare for improving the humanitarian and living conditions of the residents of these areas and to start the introduction of medical, food and humanitarian aid, as well as the necessary materials needed for reconstruction of infrastructure of these areas, and that these ceasefire areas will be run and managed by local councils. Councils of reconciliation shall be established and factions signed on this agreement shall accept Russia as a guarantor to this agreement and they shall agree that the Russian Forces form a monitoring committee and another committee shall be established, with Russia as a guarantor, on releasing detainees in the regime prisons, the people kidnapped and detained and missing by both parties.

And the Syrian Observatory for Human Rights published on the 1st of September that that the authorities of the regime released about 80 male and female detainees from their prisons and security detention centers as a result of the deal that took place between them and the factions operating in the Syrian Desert, which handed over the pilot of the plane that fell in the Syrian Desert two weeks ago, and about 30 other members were with him, in return for releasing about 100 male and female detainees of who the regime forces has, the factions of the desert of the forces of Ahmad al-Abdu and Jaysh Usud al-Sharqiyyah said that the agreement stipulates to stop the Russian air strikes on the border line, and release the families which were recently arrested in Damascus as a result of the capture of the pilot, and exile the factions loyal to the regime of Syrian and non-Syrian nationalities to a distance of 40 kilometers from the Syrian-Jordanian border, it is also expected that a convoy will enter from the Jordanian border to the area which is controlled by factions and which is besieged in the Eastern Qalamoun, to bring the fighters out of this area.

The Syrian Observatory for Human Rights published on Friday morning the 1st of September 2017, that Jaysh Usud Al-Sharqiyyah and Ahmad Al-Abdu Forces released more than 31 members of the regime forces and their allied militiamen, including the pilot whose warplane was shot down out of the skies of Al-Suwaidaa desert on the 15th of August 2017. Information was reported that the regime forces released tens of captives based on promises made by a regional country, and the SOHR published on the 15th of August 2017 that Jaysh Usud Al-Sharqiyyah and Ahmad Al-Abdu Forces managed to capture the pilot of the plane it shot out of the skies of Al-Suwaidaa dessert after targeting it from Wadi Mahmoud area.
