The Eastern Ghouta and southwest of Rif Dimashq; anticipating eyes between completing the agreement’s evacuation steps and the displacement agreement’s preparations

Between the cries of the patients in the Eastern Ghouta and the silence in the southwestern Rif Dimashq, accelerated steps are taking place to carry out two separated operations, monitored by the Syrian Observatory for Human Rights, following their ongoing validity during the past 48 hours, in which the preparations are still continuing by Jaysh Al-Islam and the mediators of the Red Crescent and the regime authorities to evacuate the second group of patients from the Eastern Ghouta of Damascus to receive treatment in hospital in the capital Damascus, under the supervision of the Red Crescent, after the first group was evacuated yesterday, Tuesday the 26th of December 2017, included 5 patients in critical case and needed immediate transport, out of 29 cases have been agreed to be brought out of the besieged Ghouta, in return for releasing a similar number of the detainees and prisoners by Jaysh Al-Islam, of who it has arrested since the clashes of Adra Al-Ommaliyya east of Damascus and of those who were in the prisons of Hayyaat Tahrir al-Sham before Jaysh Al-Islam took the control of them and transported the prisoners to its detention centers.

These steps coincided with continuous negotiations and preparations that are carrying out to start to put the agreement of the southwestern Rif Dimashq in effect, the agreement which provides for transporting the fighters of Hayyaat Tahrir al-Sham from the farm and the town of Beit Jinn and Al-Mughayr town, in the far south-west of Rif Dimashq province, near the Syrian – Lebanese border and near the border with the occupied Syrian Golan, and the agreement includes fighters of Tahrir Al-Sham and their families, as well as those who reject the agreement of fighters and citizens, in which they will be brought out towards the Syrian North, while information was received about an intention to bring a group of the factions’ fighters out to Daraa province (as they wish).

The Syrian Observatory for Human Rights monitored anticipation prevailing the Eastern Ghouta of Damascus and the southwestern Rif Dimashq, waiting for completing the agreement of the Eastern Ghouta and applying the agreement of Beit Jinn, to be added to the series of the displacement and the demographic change in the Syrian territory, during the past 2 years, from the Western Qalamoun to Darayya and the Eastern Ghouta of Damascus, it is noteworthy that the SOHR counted, through its activists, and with the help of medical sources in the Eastern Ghouta of Damascus, more than 720 medical cases including tens of children and citizen women, who need immediate evacuation, the evacuation which is ignored every time by the vehicles of the Red Crescent and the UN delegations accompany the humanitarian aid that enters the Eastern Ghouta, and leave without paying any attention as if they accomplished their mission perfectly, which provoked the patients and their families, and the medical sources confirmed to the Syrian Observatory for Human Rights that the diseases are varied, in terms of their nature, level of progress, extent of distribution and the difficulty of being treated, as there are more than 500 patients have cancer, including more than 100 cases need immediate evacuation, due to the great drop of their conditions, also there are 59 cases, of who are believed to have cancer, are added to the 500 cases, in which the specialists of the center specialized in diagnosing and treating cancer in the Eastern Ghouta, failed to specify and diagnose their cases, due to the lack of necessary materials, and the stop of the laboratory for the same reasons, and there are more than 30 patients have the infecting tuberculosis, as well as the presence of about 25 cases of the kidney failure, and about 70 cases with varying diseases such as diabetes mellitus, immunodeficiency, thalassemia, and other diseases.

While the agreement of the southwestern Rif Dimashq came after weeks of intensive rocket shelling by hundreds of shells and hundreds of missiles believed to be ground-to-ground, as well as bombardment by hundreds of explosive barrels dropped by helicopters which stopped to bomb the area after shooting down a helicopter in early December 2017, and the death of 3 officers who were on it during its targeting to the southwestern Rif Dimashq, and these negotiations also come imposing a siege by the regime forces and gunmen loyal to them on the factions and Tahrir Al-Sham, in a narrow circle extended from Mughr Al-Mir to Beit Jinn town, and the regime forces managed during the past 10 days to tear the area apart and immobilize the factions and Tahrir Al-Sham in it through firearm monitoring to the roads linking between Mughr Al-Mir and the farm and the town of Beit Jinn, by taking the control of strategic hills and heights in the area.
