Douma convoy enters the areas controlled by the “Shield of the Euphrates” hours after it was stopped and preparations undergoing to complete the third convoy

The Syrian Observatory for Human Rights leaned that the second convoy of displaced people, which left Douma yesterday Tuesday April 3rd 2018 entered to areas controlled by “Shield of Euphrates” operation forces, heading towards Al-Bab area, following the approval of the Turkish forces to the entry, despite the prior coordination about the destination of the convoys to the areas of Al-Bab and Jarabulus in the northeastern countryside of Aleppo. This convoy includes about 1200 persons refusing the agreement between Jaish Al-Islam and Russian forces that provides on settling the situation of the people remained in Douma and the exit of those who refuse the agreement to Jarabulus and Al-Bab area in the northeastern countryside of Aleppo, forming a team work headed by Russia includes representatives of the Syrian side and the countries guaranteeing Astana process to arrange the handing over of kidnapped civilians and military personnel and the dead bodies of the regime force captured by Jaish Al-Sham, handing over heavy and medium weapons of Jaish Al-Islam, deployment of military police in Douma and prevent the presence of light arms, forming local council in Douma city with consensus between the controllers of Douma and the regime authority, and the return of the government institution to work in Douma city.

These procedures taking place on the crossing linking between the areas controlled by “Shield of Euphrates” operation forces and the regime controlled area stopped the busses for hours for the second time within 2 consecutive days at the crossing until the approval of the Turkish forces. Reliable sources confirmed that the Turkish forces claimed that there is no coordination with them about the entry of the convoys of the displaced people. Meanwhile, preparations are undergoing to complete the third convoy which is expected to move in the coming hours from the outskirts of the Eastern Ghouta to the same destination in the northeast of Aleppo, where several buses left Douma to the outskirts of the Ghouta, while the people are still getting on the buses which are stopped in Douma area in order to complete the convoy to move at once to its destination.

The Syrian Observatory for Human Rights published hours ago that despite the agreement in Douma, and the displacement of two batches from it according to an agreement between Jaysh Al-Islam and the Russian forces, and the start of the preparations for transferring the third batch from Douma to the north-eastern countryside of Aleppo, obstructions are still facing the process of completing the implementation of the agreement in Douma about the displacement of those who reject the Russian agreement, and the remaining of those who accept the Russian conditions mentioned in the terms of the agreement that provides on settling the situation of the people remained in Douma and the exit of those who refuse the agreement to Jarabulus and Al-Bab area in the northeastern countryside of Aleppo, forming a team work headed by Russia includes representatives of the Syrian side and the countries guaranteeing Astana process to arrange the handing over of kidnapped civilians and military personnel and the dead bodies of the regime force captured by Jaish Al-Sham, handing over heavy and medium weapons of Jaish Al-Islam, deployment of military police in Douma and prevent the presence of light arms, forming local council in Douma city with consensus between the controllers of Douma and the regime authority, and the return of the government institution to work in Douma city. The reliable sources confirmed to the Syrian Observatory for Human Rights that the Russian forces asked Jaysh Al-Islam for an official declaration of its final decision, after the obstruction and slowdown by Jaysh Al-Islam to the recent displacement, as it was scheduled to displace about 5000 people from Douma, to the north-east of Aleppo, but only 2350 people came out of Douma until now, in two batches on Tuesday and Monday, while the Russian request about an official attitude by Jaysh Al-Islam, is coincided with a sign by the forces located in the Eastern Ghouta, to carry out a violent military operation against Jaysh Al-Islam in Douma, unless the latter issues its final decision and declares it, and the Russian “settlement” agreement is not followed, also the SOHR received information that the commanders of Jaysh Al-Islam warned Russia not to carry out any military actions against them, and they threatened the Russians that they will put and spread out the captives and abductees they have, in cages on the roofs of buildings in case that Douma subjected to bombardment, but Suhail Al-Hassan who leads the regime forces in this operation, responded that his forces will destroy Douma with the captives and abductees and they will never stop until they impose their control over the entire area.
