After waiting for hours… the 3rd convoy arrives in the controlled areas of the “Euphrates Shield” forces and preparations for transferring the 4th batch from Douma

The Syrian Observatory for Human Rights monitored the entry of the 3rd convoy, to areas controlled by the forces of the “Euphrates Shield” Operation, in the north-eastern countryside of Aleppo, where 13 buses carrying about 650 persons, who got out of Douma last night, towards areas in the north-east of Aleppo, where sources confirmed that the convoy is still waiting like its predecessors, for the permission of the Turkish forces to allow the buses enter their controlled areas, while preparations are taking place for transferring the forth batch from Douma, where several buses entered to take the people reject Jaysh Al-Islam agreement with the Russians, which provides on settling the situation of the people remained in Douma and the exit of those who refuse the agreement to Jarabulus and Al-Bab area in the northeastern countryside of Aleppo, forming a team work headed by Russia includes representatives of the Syrian side and the countries guaranteeing Astana process to arrange the handing over of kidnapped civilians and military personnel and the dead bodies of the regime force captured by Jaish Al-Sham, handing over heavy and medium weapons of Jaish Al-Islam, deployment of military police in Douma and prevent the presence of light arms, forming local council in Douma city with consensus between the controllers of Douma and the regime authority, and the return of the government institution to work in Douma city.

It is noteworthy that the Syrian Observatory for Human Rights published yesterday, that it obtained information from several reliable sources about reaching an agreement between Jaish Al-Islam and the regime authorities, by Russian mediation and full Russian guarantee. The agreement provide for the departure of the fighters and civilians refusing the first and second agreement to the areas of Al-Bab and Jarabulus in the northeastern countryside of Aleppo, the regime authorities shall work on reconstructing the infrastructure, educational and governmental and services institutions in the city of Douma, re-issuing documented for all those who lost their official documents through the regime institutions, returning all students to schools after holding tests to joining different grades to resume their education, while the regime authorities are working on settling the situations of the fighters after completely handing over the weapons and civilians with full Russian guarantee, while the compulsory military recruitment for the young men will be postponed for 6 to 10 months, the police of the regime will enter Douma during the reconstruction process with the guarantee of the Russian military police, Douma will also be provided by transportation, trade and other necessary services.
