The negotiations expand to include the entire controlled areas of the factions in the Eastern Qalamoun and anticipation for reaching an agreement with representatives of the regime and the Russians.

The Syrian Observatory for Human Rights learned from a number of intersected sources that negotiations are underway at this time between a group of representatives of the cities and towns of the Eastern Qalamoun, with representatives of the Russian side and the regime, and the intersected sources confirmed to the Syrian Observatory that the negotiations are being held in order to reach a new solution about the cities and towns of the Eastern Qalamoun which entered previously within “reconciliations” with the regime, and the negotiations discuss points with regard to the stay of those who accept the agreement and the “settlement of their situations” and the exist of those who reject the agreement, as well as activating the governmental institutions of the regime and the entry of civil police affiliated to the regime to the towns and villages, and handing over the heavy and medium weapons, and they are also negotiating about the destination which those who reject the agreement of fighters and their families and citizens will be displaced to, after an agreement reached about Al-Dumayr city in the Eastern Qalamoun and sources confirmed to the SOHR that the negotiations have been widened to include the entire areas of the Eastern Qalamoun.

And violent clashes break out yesterday between the regime forces and gunmen loyal to them against rebel factions operating in the Eastern Qalamoun, where the clashes are taking place in Al-Mahsaa area on the administrative boarder between the Eastern Qalamoun and Homs Desert, as a result of an attack by the factions on the area, where they managed to take the control of positions on the line between them and the regime forces, as well as other positions used to be controlled by the regime forces, while the clashes were accompanied by exchange of targeting in the clash areas between the both parties, and information about confirmed human losses in the ranks of the both parties, where these clashes are coincided with negotiations between representatives of the Eastern Qalamoun with representatives of the Russian side, about a new agreement about the Eastern Qalamoun, leads to the displacement of all of those reject the agreement between the both parties, towards a destination that has not been decided yet, and to “settle the situations” of those will remain, and it is expected that the final agreement will be reached with the continuation of the negotiations during the next hours and days, about the area where Jaysh Al-Islam, the forces of Ahmad al-Abdu, Jaysh Tahrir Al-Sham and other factions operating under the unified command in the Eastern Qalamoun, are located.
