In conjunction with the implementation of al-Dumayr agreement, unidentified gunmen assassinate the chairman of the negotiating committee of the city and injure another member of the committee

The Syrian Observatory for Human Rights learned that unidentified gunmen assassinated the chairman of the negotiating committee of al-Dumayr city, known as “Shaher Juma”, while one of the members of the committee known as “Hussein Shaaban”, was injured, as they were shot by the unidentified gunmen who escaped, and this assassination is coincided with handing over the heavy and medium weapon by the factions operating in the city, within the agreement which provides for:
“The handover of heavy and medium weapon, giving a list of those who refuse the agreement to get out towards Jarabulus, the process of getting out will begin towards this displacement point on the 19thof this month under the supervision of the Russian military police and the Syrian Red Crescent, while each fighter can bring with him to the Syrian north his individual weapon with 3 magazines and an empty pistol, those who will get out will be subject to inspections by the Air Intelligence under Russian supervision, also it is allowed for 6 private cars and a vehicle for the loads to exit, and after each of these steps had been carried out; the Russian military police and regime’s police will enter and the government institutions of the regime will be run, and those who remain will have their situation “settled”, while those of age of the conscription service will be given 5 to 6 months to have their situation settled, and those who defected or dismissed earlier will be brought back, also the return requests by the staff to their work in regime’s organizations will be studied, and a local faction for the protection of civilians can be formed in coordination with Russian and regime forces, and after all of that the detainees will start to be released after departure and in coordination with the civilian committee formed by the locals”.

It is noteworthy that Brigadier General, Ahmad Ghadban, the chairman of the negotiating committee in Wadi Barada was assassinated on the 14th of January 2017, 24 hours after he was assigned by Bashar Al-Assad to manage and supervise the committee in Wadi Barada, to be shot by a sniper, before implementing the terms of the agreement which witnessed repeated attempts by mediator and negotiators to proceed with implementing it, which resulted then in an agreement to displace the fighters and citizens of Wadi Barada who reject the agreement.
