After imposing a full siege on the south of Damascus… a new agreement reached providing for the exit of ISIS and the factions of the capital and its southern countryside towards different destinations

The Syrian Observatory for Human Rights obtained information from a number of intersected sources, about reaching an agreement to evacuate the factions and fighters with their families and citizens who reject the agreement, from the south of Damascus and the southern Rif Dimashq, and the SOHR learned, and after rapid negotiations took place between representatives of the Russians and the regime on one hand, and representatives of the factions of the south of Damascus and the “Islamic State” organization each one separately, that separate agreements reached with each party, where the agreement of the south of Damascus with the organization, leads to the exit of the latter to the Syrian Desert, and the exit of the rest fighters of Hayyaat Tahrir al-Sham towards the Syrian North, while the fighters of the factions in the towns of the southern Rif Dimashq -Saham, Yalda and Babilla- are chosen either to stay and have their situations settled or to leave to a destination agreed on previously and suggested to by Daraa countryside.

This agreement comes after bringing military reinforcements by the regime forces since more than two weeks to the vicinity of Yarmouk Camp and the south of the capital, as well as carrying out sporadic shelling through separated rounds that witness intensive shelling in every time, targeting ISIS controlled areas, in Yarmouk Camp, Al-Kadam, Al-Tadamon and Al-Hajar al-Aswad in the southern part of the capital Damascus, in order to pressure the organization to accept to negotiate and accept the terms provided in the text of the agreement.

The  Syrian Observatory for Human Rights published yesterday that the regime forces continues to fortify their positions and prepare them for a military operation against the “Islamic State” Organization, in case the ongoing efforts to get the “Islamic State” Organization out of the south of the capital Damascus fails; through negotiations between representatives of the regime and representatives of the Organization, where the Syrian Observatory for Human Rights obtained information that the “Islamic State” Organization refused to leave south of the capital in accordance with regime’s terms, and tried to negotiate a secure exit toward the Syrian north not the south as suggested by the regime forces in its negotiating paper, while the regime forces are carry out targeting operations for al-Yarmouk Camp trying to put pressure on the organization and to show their seriousness in negotiating, and also to put forward the alternative option of the direct negotiation, which is a military operation that aims to end the presence of the Organization in the southern part of the capital, Damascus, and the Syrian Observatory for Human Rights also received other information from reliable sources, in which they confirmed to the Syrian Observatory for Human Rights that some of the military parties which agreed to the agreement of south Rif Dimashq –which was carried out by representatives of Russia and the regime– have announced that they agree to participate in the military operation against the “Islamic State” Organization is in al-Kadam, al-Tadamon, Yarmouk Camp and al-Hajar al-Aswad south of Damascus, and the Syrian Observatory for Human Rights obtained information on Monday from reliable sources, about reaching an agreement in the south of Damascus, where the reliable sources confirmed to the SOHR that an agreement was reached about the part controlled by the factions in the south of the capital Damascus and the tree towns of ” Yalda, Beit Saham and Babbila”, in the southern Rif Dimashq, where the sources confirmed that the agreement provides on the withdrawal of all those who reject the agreement of the factions towards two directions, where the fighters of Ababil Hauran faction, will head towards Daraa in the Syrian South, while the rest of the factions (Ahrar Al-Sham Islamic movement, Jaysh Al-Islam and Sham al-Rasul Brigade) will head to the Syrian North, amid anticipations for the Russian final approval to start implementing the agreement, in order to achieve the Russian goal which is securing the capital Damascus through imposing a circle of the areas where Russia managed to organize “settlements”, all of which ended with imposing displacement on those who reject the agreement.
