Discontent increases in al-Fu’ah and Kafriya of the partial evacuation agreement and accusation against the regime of making gains at the expense of their misery

The Syrian Observatory for Human Rights learned that resentment continues increasingly in the towns of Kafriya and al-Fu’ah among the citizens and the gunmen loyal to the regime, due to the agreement which awaits completing its first part, which is bringing out about 1200 persons of both towns in exchange for full evacuation of the enclave under the control of Hayyaat Tahrir Al-Sham at the northern outskirts of Yarmouk Camp, the discontent of the citizens came as a reaction to the deal which keeps thousands of them under the siege; in exchange for carrying out an agreement that ensures the evacuation of south of Damascus and besieges the “Islamic State” Organization in it, and targeting and intensifying regime’s military operations to force the organization to accept the previous agreement, of which some members of the organization still reject, where people from both towns accused the regime of getting part of the people out of both towns; in order to make gains at the expense of their misery and siege, which has been imposed on them for years.

The Syrian Observatory for Human Rights monitored during the past few hours that the exchange process is now underway, where the buses will enter areas controlled by the factions in the area; in conjunction with the entry of at least 40 persons from the abductees of Ishtabraq town to regime forces’ controlled areas.

Also the Syrian Observatory for Human Rights published yesterday, Monday, the 30th of April 2018 that the preparations are underway for preparing the buses of the displaced people from Yarmouk Camp of the fighters of Hayyaat Tahrir al-Sham, their families and the citizens remaining in the enclave that is controlled by Hayyaat Tahrir al-Sham in the northern outskirts of Yarmouk Camp, in the southern part of the capital Damascus, and from the towns of Kafriya and Al-Fu’ah, inhabited by citizens of Shiite community in the north-eastern countryside of Idlib, as a part of implementing the first step of the agreement of Hayyaat Tahrir al-Sham with the Russians and the regime, where the preparations of buses and boarding process are underway, to complete them and launch each convoy towards its destination after the entry of tens of buses this morning to Kafriya, Al-Fu’ah and the outskirts of Yarmouk Camp, as a part of preparations for bringing out about 1200 persons from Kafriya and Al-Fu’ah towards Aleppo, and bringing out a batch of the fighters of Hayyaat Tahrir al-Sham and their families, as a part of the implementation of the first stage of the agreement that was reached yesterday, Sunday the 29th of April 2018, between representatives of Hayyaat Tahrir al-Sham and between the regime and the Russians.

and the Syrian Observatory published yesterday that an agreement took place between representatives of Hayyaat Tahrir al-Sham on one hand, and the regime and the Russians on the other, and the details obtained by the SOHR from the same sources; the agreement provides for the departure of the fighters of Hayyaat Tahrir al-Sham from their controlled areas in Yarmouk Camp in the south of the capital, towards Idlib province north of Syria, provided that the residents of Kafriya and Al-Fu’ah of citizens and local Pro-regime gunmen are displaced from the besieged towns in the north-eastern countryside of Idlib, also the agreement provides for the release of more than 80 persons including children and citizen women by Hayyaat Tahrir al-Sham, from Eshtabraq town of who Hayyaat Tahrir al-Sham captured during the control operation on the town more than 3 years ago, where the implementation of this agreement will be carried out in stages, and buses and ambulances will be entered to the controlled areas of Hayyaat Tahrir al-Sham in Yarmouk Camp and the towns of Kafriya and Al-Fu’ah simultaneously after the midnight of Sunday – Monday, to carry out the first step of the conclusive agreement, while the Syrian Observatory for Human Rights published yesterday that it monitored anticipation to implement the agreement of displacement in the southern countryside of Damascus within the past 48 hours, where the displacement is expected to take place on Tuesday morning the first of May 2018, based on the Russian agreement with representatives of the southern countryside of Damascus to displace the civilian and fighters and their families refusing the agreement, where some of them were leave towards Idlib and others will leave towards Jarabulus and others will leave towards Daraa, following the departure of 15 injured persons of the factions in the southern countryside of Damascus, who were injured in aerial shelling on the outskirts of the southern countryside of Damascus from the direction of southern Damascus, while the Syrian Observatory for Human Rights obtained information today morning from a number of reliable sources which confirmed to the SOHR that the Russian general who is in charge of the file of the south of Damascus and the southern Rif Dimashq, confirmed to those who meet with him, in the past 24 hours, that Russia approved on the decision of transferring those who refuse the agreement of the towns of Yalda, Beit Saham and Babilla, in the southern Rif Dimashq, before ending the file of the organization and its presence in the south of the capital, provided that the factions present in it with the regime forces to hand over the positions and points of concentration along with the exit, so that the organization would not carry out an attack on the area, where reliable sources confirmed to the SOHR that the information is still conflicted, about weather the operation will be carried out in the wake of the attack which took place yesterday, the 28th of April 2018, or it will be postponed, where the Russians confirmed that the exit will be towards the Syrian South will be for a limit number without their weapons, where the Russian general confirmed to the representatives of the southern Rif Dimashq, that they are not bound by any other agreement except with Russia, and it was agreed to announce the agreement later, until the procedures are completed, while the factions which were attacked by the organization yesterday, let the Russians enter the positions which ISIS controlled and advanced in, including the Japanese Hospital belonged to Jaysh Al-Ababil, and the Point 45 of Jaysh Al-Islam, while the Russian general threatened to put an end to some commanders and officers the regime and its allies of Syrian gunmen, who deal with the Iranian side.
