After Russia’s impose of its terms, north Homs and south Hama witness night demonstrations rejecting the displacement, military factions reject conditions of the Russians

The Syrian Observatory for Human Rights monitored several demonstrations during the last night in the cities, towns and villages of Talbiseh, al-Rastan, al-Houla, al-Farhaniyah, al-Dar al-Kabira, al-Makramiyyeh, al-Sa’en, al-Hashimiyah and other areas in the northern countryside of Homs and southern countryside of Hama, in rejection of the displacement agreement of both countryside towards the Syrian north, also several factions working in the area (most notably the 4th Corps) have rejected the conditions of the Russians during the meeting that took place yesterday, Tuesday, the 1st of May 2018, between representatives of both areas representatives, and, representatives of the regime and the Russians, where the Syrian Observatory published yesterday night that the meeting was over with setting a date for a new meeting tomorrow at noon, in which a final decision will be taken, after it was agreed on terms that need final approval by the both sides, to start to be implemented, which are the handing over of heavy and medium weapons in 72 hours after starting to implement the agreement, the exit of those who refuse the “settlement” towards the Syrian North, letting those who desire to return after their displacement, in addition to organizing the process of recruiting those who defaulted the compulsory military service and settling the situations of the dissidents after giving them a grace period from 6 to 9 months, the return of government departments to work and organizing the educational process for those who are late in study, and the entry of the Russian military police to the countryside of Hama and Homs.

The sources confirmed to the SOHR that these conditions which includes both northern and southern countryside of Homs, were preceded by conditions including the handing over of heavy weapons by the factions and the entry of Russian military police with the reactivation of the government departments, and the meetings were coincided with ongoing ceasefire since the afternoon of Sunday in the northern countryside of Homs and the adjacent southern countryside of Hama, after the meeting that took place between representatives of both areas and between representative of the Russians and the regime, within the framework of search for a solution concerning the situation of both countryside, which witnessed yesterday, Monday, the 30th of April 2018, following a series of airstrikes and raids by warplanes and helicopters, mostly concentrated on the northern countryside of Homs, also the bombardment targeted areas in the southeastern countryside of Hama, which came after bringing large military reinforcements to both northern countryside of Homs and southern countryside of Hama, where the SOHR monitored that the regime forces have sent large military reinforcements of members, material, weapons and armored vehicles to the area, preparing for carrying out a military operation in the area aims to end the presence of the factions in the area and regain the control of the area by the regime forces.

And sources from the area suggested to the SOHR, that the meeting may lead to an agreement similar to what happened in the rest of the Syrian areas, where those who reject the agreement get out of the area, and those who accept it have their situation “settled”, amid opposing by the factions and military parties of any agreement, and preferring to “fight to the end“, while the Syrian Observatory for Human Rights monitored earlier a meeting held on the 18th of April 2018, in al-Dar al-Kabira area in the northern countryside of Homs, which took place between representatives of the Russian side and representatives of the factions and the parties working in the northern countryside of Homs, and intersected sources confirmed that an agreement of ceasefire took place between the regime forces and the factions of north of Homs and south of Hama until Sunday the 22nd of April 2018, provided that the Russians guarantee that the regime commits to the results of this agreement, in which the SOHR has obtained a copy of this initiative by mediators, in order to reach a accordant solution about the northern countryside of Homs, which has been witnessing renewed aerial and artillery shelling for 72 hours, which resulted in the fall of casualties and wounded, where several points were raised, in order to be discussed and reach an agreement between the representatives of the northern countryside of Homs and representatives of the Russian side, and the agreement included “opening communications via a joint committee including representatives of the northern countryside of Homs and representatives of the Russian side, in order to work on making a chart leads to an inclusive settlement that keeps the area of the northern countryside of Homs and the adjacent countryside and Homs city away from the war, thus, an inclusive ceasefire will prevail the area in accordance with the commitments of the parties, opening at least two entrances where the Russian military police have to be presented between the regime’s controlled areas and the factions’ controlled areas, then areas will be gradually and successively agreed to be turned into civilian areas and let the Russian military police enter them, the formation of a committee of 7 persons of those who are exist inside and outside the factions’ controlled areas, the formation of a council to control the area with a higher committee, then the government institutions of the regime will be reactivated, and then the factions will be divided into 3 categories, one is civilian police, the second is military police and the third is responsible for the heavy weapon, bringing out every member of Hayyaat Tahrir al-Sham, training the members of both civilian and military police by the Russians for 3 to 6 months provided that Hmeimim Base will be their higher authority, while the faction that will be responsible for the heavy weapon is composed of dissident officers and soldiers, under the supervision of Russian advisers, and it will be rehabilitated to be the core of the new Syrian army in the future, and it will be assigned to the task of defending the area against the terrorist organizations, the release of the detainees with non-criminal charges who have been detained since 2011, the release the abductees and captives who were captured by the factions of the northern countryside of Homs, creating a mechanism for getting a general amnesty for the wanted persons, and creating a mechanism for bringing those who reject the agreement out of the area”.
