In conjunction with the continuous tragedy of more than 300000 displaced people, Daraa representatives demanding the opening of a corridor for those who reject the agreement towards the north of Syria and with more Russian guarantees

Daraa Province, the Syrian Observatory for Human Rights: the Syrian Observatory for Human Rights received information from several reliable sources that negotiations and consultations are still taking place between representatives of the Russians and representatives of Daraa Province within the Syrian opposition, where the Russians have rejected any amendments by the representatives of the opposition to the Russian proposal, while the negotiating committee representing Daraa called for adding other clauses regarding the implementation of the agreement, including opening a corridor towards the Syrian north to allow those who refuse the agreement in Daraa to leave to the Syrian north, and to provide Russian guarantees that the defected people of the regime forces would not be arrested, and so is the case for those who are due to the conscription service in regime’s army, the approval or refusal of the Russians for these suggestions has not been declared yet, while the locals are still afraid to return to the areas they have displaced from in the countryside of Daraa Province, because of their distrust of the regime and of the Russians, and their fear of the regime not to commit to Russian guarantees or the Russians themselves giving a blind eye on these violations by the regime, also it is anticipation for the final approval of the implementation of the agreement, which included other items based on handing over the entire heavy and medium weapons by the factions working in Daraa Province, while the light weapons remain with them for a definite period, these factions and those who wish of their members join the 5th Legion; which was established by Russia to fight jihadist groups and the “Islamic State” organization, the border crossing of Nasib with Jordan will be handed over to regime’s customs, the civil police, passport department, and police department, also the Russian police and the regime police will spread in cities, towns, and villages of the countryside of Daraa, and the government departments will also return to work in all areas, provided that the forces of regime’s army forces do not enter the remaining villages, towns, and cities that are still under the control of the factions until now, and Russia guarantees that the citizens or the fighters will not be arrested on the checkpoints while moving in Daraa Province, also members of the 5th Legion will spread on the Syrian – Jordanian border and on the border with the occupied Syrian Golan, and regarding the citizens and fighters wishing to “settle their situation” and resolved the issue of conscription; it will be agreed on having their conscription date postponed or joining certain points, also, all services will be provided and introduced to Daraa province once again.

Continuation of the negotiation process and discussion about the new items to achieve a solution to the situation of Syrian south; coincides with the continued suffering of more than 300000 displaced people from the countryside of Daraa along the border with Jordan and the occupied Syrian Golan, and in other areas in the countryside of Daraa, where thousands of families are staying in the open because of the lack of provided assistance, where they are afraid of returning due to their distrust of both the Russians and the regime, where the sources confirmed that the aid has entered from the Jordanian side and included foodstuffs and drinking water, in addition to the establishment of a joint point on the Syrian – Jordanian border for entering people for treatment and returning them to the Syrian territory after the completion of the treatment, also the Syrian Observatory monitored that the number of displaced people has reached more than 300 in Daraa province, on the border with Jordan, on the border with the occupied Golan, and areas controlled by Jaysh Khalid Ibn al-Walid -which Swore allegiance to the “Islamic State” Organization-, and the Syrian Observatory published on the 2nd of this month that suffering of the displaced people is continuing, those who fled the horror of military operations which have been started by the regime forces with Russian support since the 19th of June 2018, the displaced people who refused to return to their villages and towns over which the regime forces imposed their control, and also those which are still under the control of the factions although the military operations have stopped in most of areas, for fear of the resumption of them at any time, but on the contrary, the Syrian Observatory for Human Rights monitored that the number of displaced people has increased to about 300000 persons, which made the cities, towns and villages of Daraa to be almost empty from their residents, who fled the horror of the insane shelling which was carried out by the regime forces and Russian warplanes.

The Syrian Observatory published this morning that at least 11 displaced people were killed in the explosion of mines in the eastern countryside of Daraa, while they were traveling on the road leading to al-Msifra during their return to the town, amid accusations by some people for the regime forces of using heat-seeking missile during the hours of last midnight, and the casualties are: 2 women, a man, his wife, and 2 of their sons, another lady and 2 of her sons, and a third lady with her child, while information was received about the presence of several wounded people in the same mine explosions, and the death toll is expected to rise because there are some people in critical situation, raising the number of civilian casualties to 143 including 26 children and 30 women, the number of people who were killed since the 19th of June 2018, who were killed in the raids, intense rocket and artillery shelling and raids by the Russians and regime’s warplanes on Daraa Province, and in mine explosion, where this is considered the first group of displaced people to be killed while travelling between areas in the countryside of Daraa Province, since the start of military operation.
