Despite the Russian guarantees not to enter it, the regime forces enter Tafas town after a “reconciliation” agreement and hundreds of displaced people return to their villages amid fears of the expansion of looting even more

Daraa Province, the Syrian Observatory for Human Rights: areas in the western countryside of Daraa are witnessing the return of displaced families and the entry of the regime forces to them, where the Syrian Observatory for Human Rights monitored the entry of groups of the regime forces to Tafas town in the western countryside of Daraa, after a “reconciliation and situation settling” agreement took place between the regime forces and the Russians and between the factions operating in the area, while the entry of the regime forces coincided with the return of hundreds of displaced people of Tafas to Abtaa, Dael, their vicinity, and other areas in the countryside of Daraa, after the regime forces were able yesterday to add Tafas to its controlled areas which are more than 82% of the area size of Daraa Province, since the start of the military operation by the regime forces on the 19th of June 2018.

This entry came with fears spreading among the residents who  are afraid of lootings to be carried out in Tafas and its surroundings, similar to what happened in the villages and towns of the eastern countryside and the southeastern countryside of Daraa, which are still taking place in towns and cities of Daraa city, which have been controlled by the regime forces in the last few days and witnessing more lootings operations by the regime forces and militiamen loyal to them, where intersected source confirmed to the Syrian Observatory for Human Rights that the lootings are taking place in front of the citizens, and most of the times the lootings are carried out in front of their owners and while the people are in their homes, which increased the resentment of people in Daraa Province who called on Russia to commit to its guarantees, and not overlook the violations and lootings carried out by the locusts of the “Homeland Army”, which has been looting the bad stuff before the good ones leaving nothing behind, which increased the resentment of people in al-Suwaidaa and its countryside, especially after the explosion of several pieces of the looted furniture after being transported to the countryside and the cities to be sold.

Also, the discontent is rising among citizens with continue violations by the regime forces, uncaring for the Russian guarantees which are coated by lying, by which they carried out a fraud on the people of Daraa Province, and the Syrian Observatory for Human Rights monitored the decisions that were reached at the final agreement between representatives of Daraa Province and the Russians, which included several items, but the Russian guaranty for the implementation of the agreement only accompanied the advancement of the regime forces and their control of more areas, and extending their control in Daraa Province to about 78% of the province’s area.

The Syrian Observatory for Human Rights monitored the regime forces arresting more than 30 citizens and taking them to headquarters of the regime in the countryside of Daraa, raising fears of citizens of carrying out more arrests due to the turn-a-blind-eye by the Russian military police on these abuses and violations against citizens, at a time where the Russians had imposed their guaranty to stop the military operation in Daraa Province, also the Syrian Observatory for Human Rights monitored the regime forces continuing their looting and stealing of houses of civilians, where the Syrian Observatory monitored wide looting, where the regime forces looted most of the homes of the eastern, southeastern and western countryside of Daraa, where they steal household appliances, furniture, blankets, cars, and cattle, and the people complained to the Syrian Observatory for the Rights that the regime forces reached a point where the people were bargaining over their own property, where some civilians who begged to leave their property were given the option of choosing between looting their cars or their cattle, also some people were looted when they were inside their own houses, which caused discontent and resentment of people in Daraa province of these actions; and of the Russians’ turn of the blind eye for the ruthless locusts which have not had any mercy on Horan or its people under the pretext of returning Horan to the “bosom of the Motherland”.

Also, the Syrian Observatory for Human Rights monitor abusing and insulting by the regime forces for citizens when they were breaking into villages and towns they controlled in the countryside of Daraa, where tens of citizens complained of being insulted, cursed at, and abused by the regime forces, where the Syrian Observatory published on the 6th of July 2018 that an agreement was reached which includes an immediate ceasefire, start of handing over heavy weapons by the factions and then handing over the medium weapons, and the return of people to the villages and towns that are controlled and not controlled by the regime forces by a guarantee from the Russian military police accompanied with the Red Crescent, and settle the situation of people who wish to do so of civilians and fighters, while those who refuse the agreement will be departed towards the Syrian north, and the international recognized Syrian flag will be raised over government institutions and the institutions will return to work, settle the situation of defected, passed due date, and wanted for compulsory military service and giving them a six-month postpone period, and those who wish to fight the “Islamic State” organization and Jaysh Khalid Ibn al-Walid; can join the 5th Corps which was formed by Russia to fight ISIS, and solving the issue of detainees and abductees, exchange bodies of the killed members and fighters, handing over the prisoners, provided that all of that will take place with a full Russian guarantee.
