The regime forces enter a new city in Daraa province along with escalated looting of public and private property by the locusts of the “Homeland Army”

Daraa Province – The Syrian Observatory for Human Rights: the Syrian Observatory for Human Rights monitored the entry of the regime forces to Inkhil city in the northern countryside of Daraa city, after a “reconciliation” agreement that was reached through meetings which took place between representatives of the towns and between the regime, where members of the regime forces and police have entered the area according to this agreement, thus, and according to these separated agreements, more towns are included within the controlled areas of the regime forces in Daraa province, which have been expanded since the 19th of July 2018, the date of starting the regime’s military operation supported by Russia in Daraa province, which led to imposing their control over tens of towns and villages.

The advancement of the regime forces and their control on more towns and villages of Daraa, is coincided with the escalated pace of thefts and looting of property by the regime forces and gunmen loyal to them, where sources confirmed to Syrian Observatory for Human Rights that some members of the regime and its allies, thieved “power transformers” in areas in the south-east of Daraa, also the looting of the property of the citizens is continuing, amid obvious Russian ignore to this looting, and to the arrests against tens of citizens of Daraa province of who did not displaced from the areas which joined the controlled areas of the regime forces.

And the Syrian Observatory published hours ago, that the calm has been prevailing Daraa province since yesterday Thursday, the 12th of July 2018, after the entry of regime forces’ officers, the governor of Daraa, and the Russian military police to Daraa al-Balad in Daraa city, has and raising the internationally-recognized regime’s flag, followed by joining of Kafr Shams town to regime forces’ controlled areas; after reaching a “reconciliation” agreement between representatives of the town and the regime, also the regime forces controlled hills near to the town according to the same agreement, and the Syrian Observatory for Human Rights learned regime’s authorities have prepared staff and technicians to reactivate the government institutions within Daraa Province, also, the fronts and contact lines between the factions and Jaysh Khalid Ibn al-Walid in the Yarmouk basin in the western countryside, are witnessing calm after violent clashes ended with the latter’s control of Hayt town and imposing an “agreement” with the factions to withdraw and hand over their weapons.

The Syrian Observatory for Human Rights also monitored in the past few days, that the thefts are being carried out before the citizens and in most cases the property are thieved and looted before their owners, and when they are at their homes, which escalated resentment of the citizens of Daraa province, who called on Russia to conform to its guarantees, and not to shut its eyes on the violations and looting by the locusts of the “Homeland Army” which devastate the area, and provoked the residents of Al-Suwaidaa and its countryside, especially after the explosion of some pieces of the looted furniture after it had been transported to the villages and cities to be sold, the SOHR also monitored that the discontent is rising among citizens with continue violations by the regime forces, uncaring for the Russian guarantees which are coated by lying, by which they carried out a fraud on the people of Daraa Province, and the Syrian Observatory for Human Rights monitored the decisions that were reached at the final agreement between representatives of Daraa Province and the Russians, where the regime forces looted most of the homes of the eastern, southeastern and western countryside of Daraa, where they steal household appliances, furniture, blankets, cars, and cattle, and the people complained to the Syrian Observatory for the Rights that the regime forces reached a point where the people were bargaining over their own property, where some civilians who begged to leave their property were given the option of choosing between looting their cars or their cattle, also some people were looted when they were inside their own houses, which caused discontent and resentment of people in Daraa province of these actions; and of the Russians’ turn of the blind eye for the ruthless locusts which have not had any mercy on Horan or its people under the pretext of returning Horan to the “bosom of the Motherland”, the Syrian Observatory for Human Rights also monitor abusing and insulting by the regime forces for citizens when they were breaking into villages and towns they controlled in the countryside of Daraa, where tens of citizens complained of being insulted, cursed at, and abused by the regime forces, where the Syrian Observatory published on the 6th of July 2018 that an agreement was reached which includes an immediate ceasefire, start of handing over heavy weapons by the factions and then handing over the medium weapons, and the return of people to the villages and towns that are controlled and not controlled by the regime forces by a guarantee from the Russian military police accompanied with the Red Crescent, and settle the situation of people who wish to do so of civilians and fighters, while those who refuse the agreement will be departed towards the Syrian north, and the international recognized Syrian flag will be raised over government institutions and the institutions will return to work, settle the situation of defected, passed due date, and wanted for compulsory military service and giving them a six-month postpone period, and those who wish to fight the “Islamic State” organization and Jaysh Khalid Ibn al-Walid; can join the 5th Corps which was formed by Russia to fight ISIS, and solving the issue of detainees and abductees, exchange bodies of the killed members and fighters, handing over the prisoners, provided that all of that will take place with a full Russian guarantee.
