Al-Hara town and its hill witness an increase in the pace of the negotiations to determine its fate and anticipation for completing the logistical measures to start displacing those who reject the Russian agreement to the north

Daraa Province, the Syrian Observatory for Human Rights: the Syrian Observatory for Human Rights learned that negotiations are still taking place about the entry of the regime forces into al-Hara town and its positioning on its hill, the highest hill in Daraa Province and has strategic features. Reliable sources confirmed to the Syrian Observatory that the negotiations have developed, where negotiations are taking place with those who reject the agreement, about a mechanism to add the area to regime forces’ controlled areas and prevent clashes in the area, because of their refusal of handing it over to the regime which so far has controlled 84.4% of the size of Daraa Province, while al-Hara town witnessed pro-regime marches, where tens of people demonstrating raising the internationally-recognized regime flag, amid their anticipation of a definitive solution that ends with regime’s control over the town and adding it to regime forces’ controlled areas.

The Syrian Observatory for Human Rights learned from reliable sources that it is expected for the first batch to depart from Daraa Province toward Syrian north, where the batch will include hundreds of civilians, fighters, and their families, where logistical measures are underway in conjunction with confirmed information about the arrival of buses to the province and preparing them to start the transfer operation, in case the logistical measures fail to complete the last item of the Russian agreement with representatives of Daraa Province, after handing over the heavy and medium weapon by the factions in Daraa city and several other areas in the province, and entering the remaining areas in consultation operations to reach agreements about situation and fate.

The Syrian Observatory published on Saturday the 14th of July 2018 that intersected sources confirmed hours ago, that there are disagreements between the party rejecting al-Hara city’s agreement and the other party that accepted the “reconciliation and settlement”, which prompted the factions that refused the agreement to strengthen their presence in the hill of al-Hara, which is the highest one in Daraa Province, which got out of the control of the regime forces and militiamen loyal to them in an attack back in early October 2014, after an attack by Jabhat al-Nusra (al-Qaida organization in the Levant) and the rebel and Islamic factions, and the Syrian Observatory learned that the conflict is taking place between both parties in al-Hara area, in order to reach a complete solution about the area, while the military forces which are in control of the hill are trying to keep the factions away of it, amid fears among the people from shelling that may target the town, after the shelling after midnight of yesterday on the town by the regime forces, which caused material damage.

And the Syrian Observatory published on the 6th of July 2018 that an agreement was reached which includes an immediate ceasefire, start of handing over heavy weapons by the factions and then handing over the medium weapons, and the return of people to the villages and towns that are controlled and not controlled by the regime forces by a guarantee from the Russian military police accompanied with the Red Crescent, and settle the situation of people who wish to do so of civilians and fighters, while those who refuse the agreement will be departed towards the Syrian north, and the international recognized Syrian flag will be raised over government institutions and the institutions will return to work, settle the situation of defected, passed due date, and wanted for compulsory military service and giving them a six-month postpone period, and those who wish to fight the “Islamic State” organization and Jaysh Khalid Ibn al-Walid; can join the 5th Corps which was formed by Russia to fight ISIS, and solving the issue of detainees and abductees, exchange bodies of the killed members and fighters, handing over the prisoners, provided that all of that will take place with a full Russian guarantee.
