The regime is manipulating the Russian – Turkish agreement and releases more than 700 detainees arrested during the period of the secret negotiations about the agreement of both towns and demands for clarification

The Syrian Observatory for Human Rights learned that hundreds of detainees have arrived according to the Russian – Turkish agreement to areas controlled by the opposition in the southern countryside of Aleppo, coincided with entering thousands of people of the gunmen and fighters from the towns of al-Fu’ah and Kafriya to areas controlled by the regime forces; as the exchange process is almost completed, reliable sources confirmed to the Syrian observatory that more than 700 detainees have been released from prisons and detention centers of the regime forces of who were arrested in the past days and weeks; during the secret negotiations between parties of the agreement, where the regime forces arrested them during this period, amid accusations against the regime forces of “adding their names in the negotiation file to manipulate the Russian-Turkish agreement”.

This action provoked resentment of families of the detainees, who demanded clarifications from the opposition negotiators as to whether they had submitted full nominal lists of 1500 people who are in the Syrian security detentions, or that specific lists containing hundreds of names –including fighters and members of factions operating on the Syrian soil– had been handed over, or a nominal lists was imposed by the regime forces completely –including members of factions– as a decoy to deceive the public opinion and parties of the negotiation, the sources confirmed that large numbers of those who have been released after being arrested in the last weeks;  have stayed within regime forces’-controlled areas with claims of “resolving their situation”.

The Syrian Observatory published in the last 24 hours that in conjunction with the preparations for carrying out the items of the agreement of Kafriya and al-Fu’aa, which took place with a Russian – Turkish consensus, and one of the most prominent points was the release of hundreds of detainees in prisons of the Syrian regime, where there are fears of manipulating this file by officials and supporters of the Syrian regime and its allies.

Reliable sources confirmed to the Syrian Observatory for Human Rights that as preparations started for the release of hundreds of detainees of the regime forces, the manipulation and extortion have also started by influential people in the Syrian regime’s authority, and they started escalating the process, where the people told the Syrian Observatory their fears that some of the strong officials and brokers may extort money from the detainees, and asking for millions of Syrian pounds under the pretext of securing the exit of their imprisoned children, also some of them convince the people that they are able to change names and they can replace names of detainees who are getting out of regime’s prisons with names of their own prisoners; who are being paid large sums of money by their families to get them out, while others blackmail people by persuading them that they can place the names of their relatives on the sidelines of detainees file, who are waiting to get out of the prisons and jails of the regime in application of the Russian – Turkish agreement.

The Syrian Observatory for Human Rights monitored the rise in number of civilian people who were killed since mid-June 2018, where it rose to 36, the number of who were killed by the executioner’s whip and regime’s dictatorship during the last month since mid-June 2018, the Syrian Observatory for Human Rights learned from intersected sources that hundreds of detainees have been documented as dead in regime’s civil registers without informing their relatives, while other sources told the Observatory that hundreds of civilians have been released consecutively during the last two months away from the media spotlight, where they were released successively by regime’s authorities.

The Syrian Observatory for Human Rights documented the increase of human casualties, where the Syrian Observatory for Human Rights documented 14805 civilian casualties, including 120 children under the age of eighteen and 59 woman over the age of eighteen, of who have been killed since the beginning of the Syrian revolution in the middle of March 2011, until the date of the International Day in Support of Victims of Torture on the 16th of July 2018, out of 60000 detainees at least, all of them have been killed inside these branches and in Sednaya prison in more than 7 years, either as a result of direct physical torture or deprivation of food and medicine. And the Syrian Observatory for Human Rights monitored the case of Syrian detainees being turned into pressure papers controlled by the players on the Syrian ground. The case of their release and the work towards emptying the prisons was a game of interests, manipulated by international bodies as well as local and regional parties, to use it in their negotiations and agreements, and this let-down of detainees’ case has resulted in thousands of casualties.

The Syrian Observatory for Human Rights documented more than 140000 detainees, of who are still in prisons and jails of the Syrian regime and who are suffering from extremely poor and disastrous humanitarian conditions, amid physical and psychological torture, insults and beating on a daily basis, and regarding the casualties under torture; the regime forces delivered the bodies of some of them to their relatives, where the Syrian Observatory for Human Rights was informed by several reliable sources with that information, in addition to being informed by others that their children had died inside the detentions and that they were asked to issue a death certificate, also they forced the relatives of other casualties of who had died under torture within regime’s jails; to sign declarations that they were killed by opposition rebel groups, also the Syrian Observatory for Human Rights received information that there are a lot of cases of citizens killed under torture within regime’s detention centers, but their families and relatives didn’t declaration their death out of fear of security prosecution and arrest.
