In Al-Suwaidaa, Gunmen attack the provincial building, where its square witnesses a sit-in demanding the release of the 27 abductees, ISIS raises the roof its claims and engages SDF in the operation

About 11 weeks of kidnapping, and others like them for murder and military operations which are still taking place in al-Suwaidaa Province, despite the fact that military operations against the “Islamic State” have been out of the borders of the province, but its center still is in the heart of Al-Suwaidaa, where the fate of the 27 abducted people is still surrounded by vague and fear of new murders against and new abductees, other than those who were already executed, where the Syrian Observatory for Human Rights was informed by reliable sources that second round of negotiations has failed between the “Islamic State” Organization and between regime’s authorities and representatives of al-Suwaidaa, the fail came as a result of what the sources confirmed to the Syrian Observatory, that the “Islamic State” raised the number of the female abductees required to be released from the security prisons of the regime from 38 to more than 60 female detainees at the regime forces, of families of members of the “Islamic State” Organization, in addition to the Organization’s claim of $1 million for each kidnapped person, with a total of $27 million USD for the 27 abductees, who are 18 children and 9 citizen women, and sources confirmed to the Syrian Observatory that the Organization also demanded the release of detained females in camps of the Syria Democratic Forces of families of its members, where the Syria Democratic Forces made an offer that still takes place for the Organization, to releas an unspecified number of detainees and prisoners of the “Islamic State” Organization; in exchange for releasing the kidnapped people of Al-Suwaidaa, but the offer was initially rejected by the Organization, and then the Organization reengaged SDF in the process of releasing detainees of members of its families in exchange for the abducted people of Al-Suwaidaa.

This failure in the new round of negotiations and the new additions of these requests and conditions, coincided with a continuous sit-in by the families and supporters of the abductees, in the square of the provincial building in Al-Suwaidaa city, to demand the regime to speed up the process of releasing the abductees before the Organization executes more of them, where ISIS already executed a woman and a boy in addition to the death of another woman when she was abducted in mysterious circumstances, where the numbers of permanent protesters is about 30 protesters from the families of the abducted people and civilians and other people in solidarity with them, while the number varies from 150 to 300 people during the hours of daytime and during the escalation of sit-ins and claims.

The Syrian Observatory for Human Rights monitored today -a few hours ago- the 8th of October 2018, that unidentified gunmen believed to gunmen of al-Suwaidaa Province, attacking the province building and firing at it and then they escaped, which caused panic and alert in the area in addition to discontent among the citizens, due to this security chaos that the regime cannot control, and the protesters and citizens of the residents of Al-Suwaidaa said that the regime was not able to protect its institutions and citizens within the city, how will it be able to control the security in the entire province, and how it will protect the citizens in the province from kidnapping and killing?

All of these events also coincide with violent and continuous clashes between the “Islamic State” Organization against the regime forces supported by the loyal gunmen of Syrian and non-Syrian nationalities, within Tlul al-Safa area which is the last area of the Organization in Rif Dimashq Desert at the border with Al-Suwaidaa, where the clashes are accompanied by the continuation of aerial and missile bombardment and shelling on sites of the Organization, in continuous attempts by the regime forces and their allies to control more areas and end its presence in the area, and confirmed information about more casualties in the ranks of both parties of the fighting, where the Organization is desperately repelling the attacks and occasionally carries out counterattacks as well as ambushes, which have killed and injured tens of the regime forces and their allies,  it rose to 319, the number of ISIS members who have been killed in the bombings, shelling and clashes since the 25th of July 2018, while it rose to at least 170, the number of members of the regime forces and gunmen loyal to them who were killed in the same period, including members of the Lebanese Hezbollah among them a Lebanese commander as well as officers of the regime forces with varying ranks the highest of which are Major Generals, and the clashes also resulted in the injury of hundreds others with varying severity, also the Syrian Observatory for Human Rights documented the death of about 142 citizens including 38 women and children, who were executed or shot by the “Islamic State” organization, in addition to the killing of 116 people, the majority of whom were of the gunmen villagers who carried the gun to repel the organization’s attack, and a 19-year-old boy was executed by ISIS after being kidnapped along with about 30 others, and a woman died when she was held by ISIS in conditions that still vague so far.

The Syrian Observatory for Human Rights published last Wednesday that al-Suwaidaa province is still witnessing the consequences of the execution of one of its female kidnapped people by the “Islamic State” Organization, and the Syrian Observatory for Human Rights monitored the main negotiating committee in the issue of the kidnapped and abducted people of al-Suwaidaa Province withdrawing from the committee, which is composed of Dr. Samer Abu Ammar, Dr. Saeed al-Akk, Mr. Osama Abu Bakkar, Mr. Adel al-Hadi, where the withdrawal came as reliable sources confirmed to the Syrian Observatory against the background of the failure of the Russians and the regime with them, and the absence of channels of communication with the “Islamic State” organization, in addition to the reasons given by the committee in a statement the Syrian Observatory received a copy of which, it reads:

“We worked hard to reach the desired results which we hoped to be crowned with the release of the abductees, but unfortunately we did not get to this result for many reasons, the most important of which is that the terrorist did not send any demands to be presented and discussed, and the constraints that the committee faced are numerous and there is no room to mention them now, so we announce our apologies for continuing our work, and as we apologize for pursuing our tasks as a committee; we put ourselves as individuals in the service of these case, and we are ready to cooperate with any party working to achieve this noble goal”.
