About 50 children died in the journey to al-Hool statelet in 18 days after the end of ISIS control east of Euphrates, in conjunction with clashes in Baghuz farms

Since the end of the “Islamic State” Organization’s control in the eastern sector of Deir Ezzor countryside, and confining it to tunnels, trenches, and camp in Baghuz farms area, the death continues and the tragedy continues with it, where intersected sources confirmed to the Syrian Observatory that those who are getting out are being gathered and transported in batches to the southeastern countryside of Hasaka, to where al-Hool camp is located, in conjunction with military operations between the Syria Democratic Forces and the International Coalition; against the remainder members of the “Islamic State” Organization in Baghuz farms area in the eastern countryside of Deir Ezzor, and the reliable sources confirmed to the Syrian Observatory for Human Rights that 5 children died on the road to al-Hool camp, raising to at least 48, the number of children who died since the 25th of February 2019, until the 14th of March 2019, in a continuation for the death chain in the camp, which suffers difficult humanitarian situations, after it was transformed into a small state that include mostly children and women members from the “Islamic State” Organization, reliable sources from inside the camp confirmed to the Syrian Observatory that those in the camp are suffering mainly from shortages of medical supplies and health care, as well as the decrease of foodstuffs, lack of movement by the international organizations, and the absence of it for some in al-Hool camp, where the daily problems in it started to worsen.

reliable sources confirmed that insults and threats were observed by members of the organization saying to the camp’s protection members: “we want our husbands from your jails, we are not afraid of you, you must be afraid of us, we want to get out of the camp.” they also attacked a medical point in the camp and smashed its windows demanding the release of their men and relatives detained at prisons of SDF, and amid all of this; the Syrian Observatory monitored the death of a child and a baby girl in the camp, due to poor sanitary conditions and bad weather conditions which accompanied the trip out of Baghuz farms, which raise to about 92, the number of children who were killed since the beginning of December 2018, while there are still tens of other cases in need to medical follow-up and treatment, also the Syrian Observatory for Human Rights monitored a storm uprooting and sabotaging more than 100 tents in al-Hool camp area in the southeastern countryside of al-Hasakah, near the Syrian-Iraqi border, which displaced the people who were living in those tents and kept them out in the open, where they joined again hundreds of other families who are living without tents, also the Syrian Observatory for Human Rights received confirmed information about the infiltration of new families into the Turkish territory or to areas controlled by “Euphrates Shield” Operation forces in the northeastern sector of Aleppo countryside, through paying money for smugglers which is about $650 USD per person.

In addition to the increase of numbers of people who arrived to the camp from areas on the east bank of Euphrates River, where the Syrian Observatory for Human Rights monitored the United Nations teams continue to refraining from distributing sufficient numbers of foodstuffs, medical supplies, and the daily life and camp necessities, where the Syrian Observatory monitored the committees working in the camp -which supervise the distribution- taking bribes in exchange for distributing equipment, tents, and aid which exist and stacked in the warehouses of UNHCR and the United Nations, while last mentioned request to secure the road for the delivery of aid, also the reliable sources confirmed that one of the distribution administrators -who is a staff member of UNHCR and the United Nations- insults the displaced people and considered them as members of the “Islamic State” Organization, not to mention the major theft of relief allocations from United Nations warehouses in the capital Damascus towards the east Euphrates area, and in the details obtained by the Syrian Observatory: about 130 trucks loaded with food aid have gotten out of the United Nations warehouses packed with food, logistics, and other supplies to be transported to the displaced people towards the Syria Democratic Forces’ controlled areas and camps in east of Euphrates, where only 40 trucks had arrived and the rest of the trucks completely disappeared, reliable sources confirmed that the disappearance resulted from theft operation during their movement within regime forces’-controlled areas heading towards Manbij area, to which only 40 out of the 130 trucks had arrived, amid accusations of the regime and its militias of stealing and unloading the trucks in other areas to prevent them from reaching the east Euphrates area, which is controlled by the Syria Democratic Forces supported by the International Coalition.

This robbery comes in conjunction with the arrival of the 40 trucks in the east Euphrates area, and the reliable sources confirmed to the Syrian Observatory that a large number of children were poisoned by poison of rat and rodents, where they thought they were candy distributed to them, and the displaced people attributed the reasons for the lack of spreading awareness by the United Nations team in charge of distributing the aid among the population and displaced people about the nature and seriousness of the substance, since it looked like a candy to the children, which poisoned them and they were transported to hospitals to receive the necessary treatment.

The Syrian Observatory for Human Rights published on the 6th of February 2019 that Between death and another death there is a distance that holds yet another death with it, and between the death at the east bank of Euphrates and death at the doorsteps of al-Hool camp or in it; there is a long distance from the eastern countryside of Deir Ezzor to the southeastern countryside of al-Hasakah, which also bears death with it for those who endured agony until they got out of the rule of the “Islamic State” Organization, which used to kill all those trying to get out of its controlled areas on charges of “going out to the countries of infidel” until before its collapse and fade, , and the Syrian Observatory for Human Rights learned that al-Hool camp is still in a tragic situation, deteriorating more as the organizations and International parties get late in carrying out their promises in securing the displaced people, who have become tens of thousands of displaced people in al-Hool camp for displaced people, and the reliable sources confirmed to the Syrian Observatory that recently a meeting took place between a committee of the United Nations and a committee of the Camps Management and from al-Hool Camp, and the Committee was briefed on the situation and information about establishing a camp in al-Suwar area in the northern countryside of Deir Ezzor with an area of about 50 dunums, where the contact is underway between UNICEF management, UNHCR, and Deir Ezzor administration, to begin sending the necessary assistance and materials and start creating a camp site.

Reliable sources confirmed to the Syrian Observatory that the displaced people continue to suffer from tragic humanitarian conditions inside the camp, because the committees inside the camp who are assigned by the United Nations and UNHCR, are not providing assistance and take bribes in exchange for distributing equipment and tents which exist and stockpiled in warehouses of UNHCR and the United Nations, at a time when the last mentioned parties request the road to be secured to deliver assistance, and reliable sources have confirmed that one of the distribution administrators and the staff member of the UNHCR and the United Nations is insulting the displaced people and cursing them, considering them as members of the “Islamic State” Organization, at a time when he numbers of casualties are escalating as more citizens die due to the deterioration of their health during while they were waiting to be transferred to al-Hool camp, where some of them have gotten out of the pocket with bad health conditions, and the Syrian Observatory documented the rise in number of people who died in al-Hool camp and on the road of death to it, where at least 28 people died due to the cold, illnesses they suffered, deteriorating health condition, and the shortage of medicines and necessary treatment during the process of movement and exit from IS enclave at east bank of Euphrates in the eastern countryside of Deir Ezzor, until they arrive at al-Hool camp, where some of them died as they were getting out of the enclave, while others died in the road to the camp, and among the casualties there are 9 people died due to difficult health conditions they suffered inside al-Hool camp, while the rest of them died on the road and during their exit from the enclave.

The Syrian Observatory for Human Rights continues to monitor the reality of the humanitarian situation in al-Hool camp in the southeastern countryside of Hasaka, near the Syrian – Iraqi border, to which the wave of displacement has escalated over the last 2 months more than before, and the camp’s situation is becoming more tragic every day, as the existing material decreases and the international organizations are having enough with the media data and movements, which provide nothing of help the displaced people, and the Syrian Observatory for Human Rights monitored in a video tour the tragic humanitarian conditions the new and old displaced people are living in the camp, where the Syrian Observatory for Human Rights monitored those in charge of the camp holding the United Nations and international organizations, such as the World Health Organization, the Office of the High Commissioner for Refugees, and relief and medical organizations responsible for the significant negligence, also the displaced people confirmed to the Syrian Observatory that after contacting the United Nations to send humanitarian aid to al-Hool camp; none of the promises have been made, and the camps have not received assistance for about 15 days, also the Syrian Observatory monitored the presence of assistance within UNHCR warehouses in the camp but it has not been distributed to the displaced people, thousands of who continue to sleep out on the open within the camp, where some of them complained that they did not receive any assistance, while others received blankets, and others did not get heaters, mattresses or tents.

The Syrian Observatory for Human Rights recorded testimonies of displaced Syrians and Iraqi refugees, who managed to get out of the Organization’s pocket and reached al-Hool camp, they confirmed that nepotism and bribes are what enable the IDPs to get everything they need, where the corruption is getting worse and bigger as the number of displaced people increases, where they are forced to pay the money that remained with them in exchange for assistance that provides them a suitable form of life within the camp, whose children suffer from a lack of milk, food, and medicine, while others suffer from the lack of a family member or someone to support them, while some parties record and photograph the displaced people convincing them that humanitarian assistance will be granted to them, and after that these parties withdraw, leaving disappointment planted in the souls of these displaced people, who confirmed that the promises made to them in return for getting out of the Organization’s enclave of care and assistance were all false, and the displaced people appealed through the Syrian Observatory to provide supplies necessary for them to start the life of displacement imposed upon them after they left their areas, where they demanded the provision of tents, baby food, milk, heaters, blankets, mattresses, and kitchen tools, and the displaced people in the camp confirmed that they escaped from the organization’s enclave to receive help and a better life, but they were surprised by the bribes, nepotism, and corruption, amid the absence of the lowest necessities of life which killed at least 22 children so far in the camp and on the road to it, as a result of the cold, hunger, or the diseases they have had before leaving the enclave or on the road.

The Syrian Observatory for Human Rights received in the last 24 hours information from several reliable sources about al-Hool camp, which continues to suffer from tragic humanitarian conditions, at a time when international bodies responsible for the lives of tens of thousands of people who remain in this camp and in other Syrian camps; start their media movements but no movement has taken place on the ground yet, as about 20 children died because of the health and inhumane conditions the displaced people are experiencing until they arrive in camps at the southeastern sector of al-Hasaka countryside, because the International parties are not providing assistance in the proper time, and because the relief organizations is acting as if they are just watchers, as if the death of Syrians has become a scene in a series or a part of a cinematic show; only vampires and cannibals enjoy it.

The Syrian Observatory for Human Rights learned from reliable sources that in mid-April 2018, a meeting was held and included representatives of the Syria Democratic Forces and those in charge of al-Hool camp and camps in al-Hasaka countryside, with the Director of the Office of the Refugee Commissioner in Qamishli, where the reliable sources confirmed that UNHCR was informed that a military operation would be conducted east of Euphrates against two main areas, the first is in the southern countryside of al-Hasaka, and the other one is on the east bank of Euphrates River, and the representatives of SDF informed the UNHCR that the first will see a weak displacement due to the low population density in Dshisha area and its surroundings, while the second phase will see a large displacement due to the high population density, also the reliable sources confirmed to the Syrian Observatory that the SDF and representatives of the camps located east of Euphrates suggested the establishment of a camp in al-Tayyana area at the eastern countryside of Deir Ezzor, but as a result the heavy pressure and bad services on the road to al-Hool camps and the countryside of al-Hasaka, and the lack of taking part in the aid by the organizations on the pretext of the difficulty of reaching the area; SDF and the camp’s management east of Euphrates turned to discuss with representatives of the international bodies of the United Nations, the Office of High Commissioner for Refugees, the World Food Program organization, WHO, UNICEF, and other parties about the issue of displaced people during the military operations.

The same sources told the Syrian Observatory for Human Rights that the management and administration of the camp; proposed to these organizations the establishment of 2 reception areas for the people displaced from the enclave the “Islamic State” Organization, towards the Syria Democratic Forces’ controlled areas to receive the displaced people at first, and then provide initial assistance to them and transporting them by appropriate means of transportation -such as buses- to al-Hool camps, which are also suffering from a tragic reality, as tens of thousands of civilians and members of the “Islamic State” Organizations are present in the camp in the southeastern sector of al-Hasaka countryside, near the Syrian – Iraqi border, while the Syrian Observatory monitored the rise in number of children who had died in the last two months to 20 children at least, while families told the Syrian Observatory for Human Rights that several newborn children had died during the transfer.

The Syrian Observatory published yesterday that the Syrian tragedy continues to recur with different forms, circulating between the Syrian areas, escalating, but remain constant, and among this series of tragedy there is a new episode took over the scene, namely al-Hool camps in the countryside of al-Hasaka Province near the Syrian-Iraqi border, and in the details Obtained by the Syrian Observatory for Human Rights: al-Hool camp in the southeastern countryside of al-Hasaka city includes about 37000 displaced Syrians and refugees from Iraq, in addition to refugees of various nationalities, the majority of them are of families of members of the “Islamic State” Organization who arrived in the camp during the past months, where the Syrian Observatory for Human Rights monitored until the end of August 2018 the presence of more than 40000 people including more than 30 000 Iraqis, who returned to Iraq after coordination with the Iraqi government by the democratic self-administration and the Syria Democratic Forces, while the Syrian Observatory for Human Rights monitored the entiry of about 36500 persons since the beginning of the military operations on the 10th of September 2018, of whom about 25000 remained inside the camp, and the Syrian Observatory for Human Right eventually counted more than 37000 IDPs (internally displaced persons) and refugees in al-Hool camp, including more than 24000 of the Iraqi nationality, and the reliable sources confirmed that many of the displaced people have returned to their areas which were controlled by the Syria Democratic Forces, and some of them headed to areas of presence of their relatives in the countryside of al-Hasakah, Deir Ezzor, al-Raqqah and other areas, while the other part remained in the camp, also numbers of the Iraqi refugees returned to their country after coordination with the Iraqi government.

The Syrian Observatory has monitored since September 2018 the arrival of displaced people on board of vehicles and trucks provided by the Syria Democratic Forces to transport them to the camps, and the transfer takes place initially by transporting them to camps away from the battlefronts, while the Organization’s members are taken out of the people and transported to detention centers, while the civilians and families of ISIS members are transported to al-Hool camp in the al-Hasaka countryside, also the Syrian Observatory has counted since early December 2018 the death of 19 children including 8 Iraqis, where 9 of them died as a result of burns and fire in camps because of the use of primitive heating means, while others died as a result of poor health conditions and the lack of health care, as a result of harsh weather conditions, while the Syrian Observatory learned that the remaining 10 were children who died after getting out of the “Islamic State” Organization’s enclave at the east bank of Euphrates River, because of health conditions they suffered within the enclave and what they were suffering of different diseases and health conditions, some of them died during his transfer to the camp and others died in the camp, after the deterioration of their health due to the lack of enough medicines and medical staff to save them, after what they suffered of hunger, sickness, and inhumane conditions, and reliable sources told the Syrian Observatory that there are many people who suffer from diseases caused by the harsh conditions they have experienced in the enclave of the last Organization, and due to lack of health care and severe shortage of medicines, food, and appropriate healthy conditions.

We at the Syrian Observatory for Human Rights, and in the light of the tragic circumstances of tens of thousands of people in a camp at the Syrian-Iraqi border, which lacks sufficient supplies, we hold the United Nations responsible for the lives of these displaced people regardless of their nature, nationality, or personal condition, especially after the United Nations refused to establish a camp for the internally displaced people near Hajin area, after it was brought to International Coalition by interested and responsible parties, also we hold the United Nations High Commissioner for Refugees and all international and regional relief, medical, and humanitarian organizations responsible for the death of about 22 children, due to the great neglect towards the refugees and displaced people in al-Hool camp and in all the camps in al-Hasaka province, where the children, citizens, and the refugees need urgent assistance, as no camera lenses that convey the tragedy will prevent the bad weather, nor will it provide water or food, and we at the Syrian Observatory for Human Rights convey the calls of the population and those suffering from tragic humanitarian situations to the international and active parties; for urgent action to help them effectively, not through statements and declarations the displaced and wandering people do not care about under catastrophic humanitarian conditions.
