The Syrian Observatory For Human Rights

In 4 months of the most violent escalation within “Putin – Erdogan” area, the regime and the Russians carry out about 100000 air and ground strikes, which -along with the battles- killed about 4050 people and forced more than 725000 civilians to displace

The heaviest escalation ever completed its 4th consecutive month within “Putin – Erdogan” area, which stretches from the northeastern mountains of Latakia, passing through the countryside of Hama and Idlib until the northwestern suburbs of Aleppo city, the 4th month of the most violent escalation began with a Russian –Turkish ceasefire agreement within the what is known as Putin – Erdogan area, during which the regime forces recovered after the heavy attrition of its forces during the previous period, and as soon as the regime was ready; it ended the ceasefire play which lasted for about 3 and a half days, then it resumed its military operations with full support of the Russian forces and with Turkish blessing, where it managed to achieve accelerated advancement that led to its control of tens of areas, after hysterical bombardment of thousands air and ground strikes.

The Syrian Observatory for Human Rights monitored during the period between the 30th of July 2019, until the evening of the 30th of August 2019, about 5645 airstrikes carried out by regime’s warplanes and helicopters, and warplanes of the Russian “guarantor” targeted mountains of the coast, the northern and northwestern countryside of Hama, Idlib countryside, in addition to the western and southern countryside of Aleppo, where the largest share of it was by the regime’s warplanes which carried out 2396 raids loaded with high-explosive missiles as well as hundreds of targeting by heavy machineguns, also warplanes of the Russian “guarantor” carried out more  than 1334 air raids, while regime’s helicopters dropped more than 1915 barrel bombs, also the Syrian Observatory monitored more than 28990 ground strikes that varied between mortar, artillery, and rocket shells, in addition to short-range ground-to-ground missiles, while the Jihadi groups and factions targeted with thousands of missile strikes regime forces’-controlled areas in Hama, Latakia, Aleppo, and Idlib.

The 4th month of the violent escalation witnessed regime’s control over the entire northern countryside of Hama for the first time since spring 2012, in addition to Khan Shaykhun and town, villages, and locations east and west of it, raising to 66, the number of areas controlled by the regime forces and the militiamen loyal to them since the beginning of the most violent escalation, where the areas that the regime forces controlled after the collapse of the ceasefire are: al-Khwyn Farms, al-Zarzour, al-Taman’aa and its farms, Sekyat, Tal Aghbar, al-Arba’in, al-Zakat, al-Sakhr, al-Jisat, al-Sayyad, al-Sayyad and its hill, Kafr Zita town and points west of it, al-Lataminah, al-Bwayda, M’aarkbeh, Latmin, and Lahaya in the northern countryside of Hama, and Khan Shaykhun city, Sukayk and its hill, Tar’ei and its hill, al-Hbit, Abedin, Mughr al-Hamam, Mughr al-Hanta, Kafr Ain, Tal Ass, Mdaya, al-Mardam, al-Mantar Farms, Kafridun, and al-Sabaghiyyeh in the southern countryside of Idlib, as well as several hills, farms, and other points in the area, while the areas that the regime forces controlled since the end of April 2019 until the first of August 2019 are: Qassabiyyeh, Hmirat, al-Hardana, al-Qaroutiyyah, and Qiratah, in addition to Qal’aat al-Madiq, al-Karakat, al-Twyna, Kafr Nabudah, al-Bana, Tal Osman, al-Mestriha, al-Sharia, Bab al-Taqa, al-Jabriya, Tal Hawash, al-Toba, Sheikh Idris, al-Muhajreen, al-Hamra, al-Hwaiz, Hasraya, Abu Ra’idah, and the areas of al-Aziziyah and al-Rai.

The Syrian Observatory for Human Rights documented a large number of casualties, where at least 1250 people were killed since the 30th of July 2019 until the evening of the 30th of August 2019, and they are: 189 civilians including 50 children and 26 citizen women were killed by warplanes of the regime and the Russians, and they are 77 including 13 children, 8 women, 2 of the civil defense, and 2 of the ambulance teams, were killed in Russian aerial bombardment on the countryside of Idlib and Hama, and 25 including 4 women and 5 children were killed in the fall of barrel bombs dropped by helicopters, and 68 including 12 women, 26 children, and 2 members of the rescue teams were killed in targeting by regime’s warplanes, also 10 people including a woman and 4 children were killed in a ground shelling carried out by the regime forces, and 9 citizens including 2 children and 2 women were killed in shelling by the factions on regime forces’-controlled areas in Aleppo city and countryside and Hama countryside, and at least 612 of the jihadi groups were killed in the Russian airstrikes and the regime’s shelling and clashes, in addition to the killing of 451 members of the regime forces in targeting and shelling by jihadi groups and factions, not to mention thousands of wounded people; some of whom had permeant disability.

Also the heaviest escalation displaced more than 725000 civilians from their homes and areas, against the backdrop of the barbaric shelling by the Russians and the regime, where large part of them stayed out in the open in neighboring agricultural lands, others displaced to their relatives deep in Idlib and the northern and northwestern countryside of Aleppo, and others resorted to the border camps near Iskenderun, and it is worth mentioning that the area witnessed displacements within displacement, where people of several areas in Hama countryside and the southern countryside of Idlib were forced to displace to other places in the area, but then they were forced by the hysterical airstrikes by regime’s warplanes and the Russian warplanes to displace again into the unknown, this also comes in the light of practices of the war merchants in the northern countryside of Idlib, who are exploiting the current situation and raise the rental prices of houses to unbelievable prices, while the role of the Turkish “guarantor” is manifested by killing Syrians at its borders through bullets of the Jandarma, in addition to preventing families from entering the Syrian area of Afrin northwest of Aleppo.

the Syrian Observatory documented that 26 hospitals and health centers went out of service since the start of the most violent escalation by Russian strikes, and they are: Kafr Zita Hospital, Jesr al-Shughur Hospital, Kiwan Hospital in Kafr Owaid, al-Sham Central Hospitals, Kafr Nubl Surgical Hospital, al-Sayyidah Mariam, al-Khatib, the Orient in Kafr Nubl, Nabd al-Hayat Hospital in Hass, al-Maghara Hospital and Sham Hospital in al-Lataminah town, specialized Hospital in Hawash village, gynecological Hospital in Tremla, al-Amal Hospital in Kansafra, Hospital 112 in Qal’aat al-Madiq, al-Tah Hospital, in addition to destroying health centers in Kafer Nabudah, al-Hbit, al-Rakaya, Ma’aret Hurmah, Kafruma, al-Ghab al-Awsat Center, Khan Shaykhun and Hish, while the Syrian Observatory documented the use of internationally forbidden materials by the regime forces during their ground bombardment, which burned thousands of dunums within the southern and western agricultural lands of Khan Shaykhun city, al-Hbit, Abdeen, outskirts of Kafrsajna, Kafr Ain, and other areas within the southern sector of Idlib countryside, and Hersh al-Skibiyyeh, Tal Hadaya, and IKARDA in the southern countryside of Aleppo, in addition to al-Lataminah in the northern countryside of Hama, as well as the looting operations by the regime forces and militiamen loyal to them in the areas they controlled through robbing houses, shops, and crops of civilians.

And with the fall of more casualties, it rose to at least 4052, the number of people who were killed since the 30th of April 2019, the date of start of the most violent escalation in terms of aerial and ground bombardment, shelling, and targeting since Putin – Erdogan agreement, until the 30th of August 2019, and they are: 1041 civilians including 259 children and 184 citizen women, and they are 226 including 44 children and 43 women, and 6 of the civil defense and 5 of the ambulance team were killed in Russian aerial bombardment on the countryside of Idlib and Hama, and 88 including 19 women and 15 children were killed in the fall of barrel bombs, and 535 including 153 children, 89 women, and 5 members of the rescue teams were killed in targeting by regime’s warplanes, also 112 people including 20 women and 21 children were killed in a ground shelling carried out by the regime forces, and 80 citizens including 26 children and 14 women were killed in shelling by the factions on al-Suqaylabiyah, Qamhana, Al-Rasif, Al-Aziziyah, Karnaz, Jurin, Al-Nairab Camp, neighborhoods in Aleppo city and its southern countryside, while at least 1624 fighters were killed in the Russian airstrikes and the regime’s aerial and ground shelling including 1070 of the Jihadis, in addition to the killing of 1387 members of the regime forces in targeting and shelling by jihadi groups and factions.

We at the Syrian Observatory for Human Rights call on the General Assembly of the United Nations to issue an immediate decision to stop the military operations of the Russian aerial bombardment and shelling by the regime forces and their warplanes on the “de-escalation” area, in case the Security Council could not issue a decision about the massacres committed by Russia and the regime of Bashar al-Assad due to the use of Veto by the Russians against any decision by the Security Council that condemns these massacres.
