Al-Dumayr city continues to carry out terms of the agreement and awaits the displacement of who refuse it and the first round of negotiations of the Eastern Qalamoun is without a deal
Rif Dimashq Province, the Syrian Observatory for Human Rights: the Syrian Observatory for Human Rights learned that the parties of the first meeting of negotiations about the Eastern Qalamoun; have not reached a final agreement until now, where a new negotiating session has been appointed until each party examines the proposals, and attempt to reach a solution between the drafts of both parties to agree on a new process of displacement and to reach a solution about the areas of the Eastern Qalamoun except al-Dumayr area, of which an agreement has been reached, also the exit process is expected to take place within the next 48 hours, and the agreement provides for:
“The handover of heavy and medium weapon, giving a list of those who refuse the agreement to get out towards Jarabulus, the process of getting out will begin towards this displacement point on the 19th of this month under the supervision of the Russian military police and the Syrian Red Crescent, while each fighter can bring with him to the Syrian north his individual weapon with 3 magazines and an empty pistol, those who will get out will be subject to inspections by the Air Intelligence under Russian supervision, also it is allowed for 6 private cars and a vehicle for the loads to exit, and after each of these steps had been carried out; the Russian military police and regime’s police will enter and the government institutions of the regime will be run, and those who remain will have their situation “settled”, while those of age of the conscription service will be given 5 to 6 months to have their situation settled, and those who defected or dismissed earlies will be brought back, also the return requests by the staff to their work in regime’s organizations will be studied, and a local faction for the protection of civilians can be formed in coordination with Russian and regime forces, and after all of that the detainees will start to be released after departure and in coordination with the civilian committee formed by the locals”
During the past few hours, the Syrian Observatory published that the negotiations are underway at this time between a group of representatives of the cities and towns of the Eastern Qalamoun, with representatives of the Russian side and the regime, and the intersected sources confirmed to the Syrian Observatory that the negotiations are being held in order to reach a new solution about the cities and towns of the Eastern Qalamoun which entered previously within “reconciliations” with the regime, and the negotiations discuss points with regard to the stay of those who accept the agreement and the “settlement of their situations” and the exist of those who reject the agreement, as well as activating the governmental institutions of the regime and the entry of civil police affiliated to the regime to the towns and villages, and handing over the heavy and medium weapons, and they are also negotiating about the destination which those who reject the agreement of fighters and their families and citizens will be displaced to, after an agreement reached about Al-Dumayr city in the Eastern Qalamoun and sources confirmed to the SOHR that the negotiations have been widened to include the entire areas of the Eastern Qalamoun.
Also the Syrian Observatory for Human Rights published that the factions operating in Al-Dumayr area, started to implement the first step of their agreement with representatives of the Russian side and the regime, where Jaysh Al-Islam and the formations operating in Al-Dumayr area in the Eastern Qalamoun, are handing over the medium and heavy weapons they have, and the procedures will be completed in the next hours and the next 2 days, to be followed by preparations to displace hundreds of fighters with their families from the Eastern Qalamoun towards the Syrian North.
